a friend of mine lives at this complex been there for 5 years each year a letter is sent informing lease is up with increase of $50 dollars, now the latest is, my question and if this is legal the following letter: you may renew your lease for one year at a monthly rental rate of $820.00 up from $770.00. renew for[6] mounths at $870. or month to month at $820.00 plus a $100.00 month to month charge.my question is, IS THIS A RIP-OFF or not. I can fax his letter he recieved.

When your lease is up, the management can increase the rent as they see fit (up to what is considered an "unreasonable increase" under the law).
What they CANNOT do is raise the rent BEFORE the yearly lease is up.
I feel your friend's pain... I moved into my apartment almost 3 year ago. Initially the rent was $1,070, then $1,090, now $1,145.
