New world Hot Dog Cart virginia Carlos Rios ,Carl Reading, Paid for hot dog cart and 3 months later no cart. bourbousville,, Virginia
Obtained New World Hot dog cart off of E-Bay. Spoke with the owner Carl Reading. Who reported he would make the cart i needed to pass our state code. He spoke with the local health dept of what they would need in order to pass the codes of our state. At this point I purchased the cart and sent the money by wire transfer to his bank.
He called and said it had arrived and he would be sending me the paperwork that day. I would receive it within a week. He also said my cart would be done 3-4 weeks.
Two weeks had passed and no paperwork. Contacted Carl and he reported it had been returned to him he would resend it.
One month later I received a title and a contract that read I had 5 days from the purchase to cancel the contract . Well guess what it was already 30 days. pass the date of purchase,
When I did not receive my cart on the date it was to be here I continued to ask when will I be getting it?
Carl reported to me that it had been sent and must of been lost in the shipping. And he would resend my cart and figure out later where the lost one was. Another three weeks passed and no Cart. I e- mailed Carlos Rios. Where is the cart. He said things have been crazy and he had a problem with his helper and was in the process of turning the delivery company over to his attorney to get some to the bottom of where the cart is at,
During this time I tried to get information of where the company is located and who is in charge of making the product. He would never respond or answer my questions.He replied with hiring a new delivery company and my cart would be reshipped. He would send me a B.O.L. and I could call that company and get the tracking number in a few days. I called a few days later as he said and there was no tracking number or cart. Two weeks later no tracking number or cart. Three weeks later no tracking number or cart. I received a e- mail stating someone was calling the delivery company and bashing his company .Causing him to loose the contract with the delivery company, He started calling me names. He said he was going to sue me for causing him to loose money due to not being able to use the delivery company. When in fact the delivery company told me how many people had been calling trying to find out where their cart was at.
Three months later he reported he has the ok from the delivery company to start the deliveries again . I will receive my cart in a week. Due to the holiday it will be delayed. But he would send me a steam top table for all of the problems and being so patient. He sent me a new phone number that he could be reached at. Carlos reported he would be helping at his church for the next few weeks and he might be hard to reach. I still have not received my cart. I have asked for my money back several times and he refuses.

Currently, Carlos Rios, the owner of this company is facing federal indictment charges in Albemarle county Virginia. You might be able to have restitution ordered if you contact the BBB in Richmond, VA who is actively involved with this case and contact the US District Attorney in Albemarle County. Currently there are 5 pending federal indictments for fraud against him and there is a two day trial scheduled in late November. If you search him on the BBB website (Richmond, VA) you will see a report showing over a dozen complaints and current information on his contact information.

I almost got ripped of by this guy, but the fact that I told him I would pick up my cart forced his hand to finish one for me. He kept saying that his factory was messing up, but looking at this cart i truly believe he made it in his garage. Call me if you want his home address. Tim (((ROR REDACTED)))

I purchased a cart from Mr. Rios almost 4yrs ago when he was doing business in Miami, Fl under the name of Blaketech corp. He done the exact same thing to me with the exact story and 4yrs have passed and I have nothing but all the emails, copies of the emails, the cashiers check and the police reports I filed with the Miami, Dade police dept. I have tried to find Mr. Rios and each time I do he changes the name of his company or moves. How many times with this happen ? I also found 2 more people that he did the same thing to on Roadfood.com. I would love to know if you got any results and I would be glad to give someone all of my documentation to help in this case. Thank you.

there are three segments on the site - start with the one on page 3 and then move forward to the two on page 1. The reporter says she spoke with Carl/Carlos on the phone and he says we will be getting our carts ASAP... we'll see! But maybe the pressure will encourage him to deliver.

YOu may need to take the actions that we did - we have filed with local law enforcement for fraud, contacted the BBB (who IS investigating) and the FBI.... Sorry to hear he has done it to you as well....

At this point, it should be evident that you are not going to receive what you ordered. I would commence a small claims action in your local court jurisdiction,
