Reading this letter carefully, you will find this:
"Upon completion and receipt in our Offices, You SHALL HAVE Entry Procedures when followed will provide 100% Full Eliblity for the MONIES/PRIZES."
In other words, the $19.99 is an entry fee. That one sentence is their protection from charges of fraud. All that NPRC is certifying is that some outfit does indeed have a bunch of money to award to somebody, somehow, and you need to send a check to get in the running to win.
