 Firstly, running a private security firm-D. Sterling Security out of a NYPD precinct is illegal. The fact that it went on for over 10 years is outrageous. What is even more disturbing is that it was reported in 2002 and nothing was done as a follow up. The back building where the community affairs office is located has no security. Any civilian can wander into the second floor where guns are left out in the open with no problem. Secondly, I saw unusual activity for years on the driveway leading into the back building. Too many civilians on foot and too many civilian cars coming and going. I reported this several times to Internal affairs and it was ignored. Mike Dugan, still works out of that office. Why would anyone trust him when he never reported this to internal affairs and benefited from this illegal activity? Lastly, these D. Sterling employees were answering the community affairs phone. They made rude remarks and even hung up on Community Board 5 and residents of the area. Mike Dugan needs to retire as he is the major source of the ongoing corruption in the community affairs office. He gossips too much and refuses to talk to members of the public about this at the monthly community meetings.

A lot of police officers have side hustles as sevurity officers. You didn’t cite any law or rule that you think this violates, and the police department doesn’t seem to think it is a violation either. The link in your post doesn’t work.
