Complaint Review: NYS Child Support

Well here is my story about the so called New York State child enforcement bureau. An ex girlfriend of mine and I had a child together and soon after she was born the relationship went south. I was able to see my daughter just a few times then my ex packed up and moved to Florida, never to be heard from again. I had no contact with her for 10 years until all of the sudden I was hit with child support papers. I didn't have an issue paying, after all she is my kid according to the paternity test. I have been paying $ 650 a month for support ever since. Every year NYS takes at least 75% of my State tax check because they say it's for the arrears. Mind you the papers were signed in 2002 and I'm supposed to pay from the date the petition was signed not from the day my daughter was born according to the law. After the first check was seized, that should have satisfied the arrears but no, from 2003-2010 they take my check away for the so called arrears. My daughter is now 19 going on 20 this year. Now here is the kicker, the petition was filed by the Florida child support system and under Florida law the child is emancipated at the age of 18, oh no, NYS states is a New York Child support order. It was initiated in Florida, signed in Florida and notarized in Florida. It's a Florida order, NYS cannot get it into their heads that it's a Florida order even though I have submitted all of the documents  indicating the facts. Not only do they owe me over $8000 in over payments but they have a judgment on my personal accounts and I'm currently unemployed. They want me to pay until she is 21. My attorney keeps arguing with them but NYS do not want to budge,
