Oates Energy Poor coustomer service, charging for services we are not recieving Jacksonville Florida

Our water usage for the first 9 months of  this year has been 2010-2060 gallons per month.  The bill for 6/30/17-7/29/17 we were billed for 690 gallons Then for 7/30/17-8/29/17 we were billed for 5900 gallons.  I called them when i recieved that bill as asked why my water usage jumped 5210 gallsons,there answer was you must have a leak some where. I live in Legacy At Crystal Lakes Apartments in Daytona Beach,and oates energy is an agent for them there for we pay the apartment for our water when we pay our rent. I called the leasing office and explained the situation to them and they said the would have maintenance check our apartment for leaks. The next day they replaced the flapper on the guest bathroom toilet. So i figured that this was the problem. When I got the bill for 8/30/17-9/29/17 we were billed for 490 gallons.  I called oates energy again and questioned the bill again. They said they would have a supervisor look in to it and call me back. I had to call them back four days later to discuss this matter.  Again I got the run around stating well we had a supervisor look at it and it seems to be evening out.  If you rent an apartment and they uses Oates energy for billing your water dont rent the apartment you will be ripped of by this company.
