Complaint Review: Oncor Electricity Provider

I have been in my condo for 4 years never had a problem with my electric provider which is first choice powers bill has always been resonable and affortable that all changed within a week on the last week of may my electriciy was cut off and turned back ondue to a meter change which was normal this has happened twice or more since ive been staying at this resident when the lights went off my husband went out too see why they swiched off and the employee of oncor replied saying he was doing a meter change ,again this is normal i thought avwee later which is today 6-8-2013 i recieved my bill for $545.18 ,and 431.20 is for a meter tampering fee i have never seen my meter the reason is because its in someone else yard we spoke to our neighbors and he says he wouldnt know how to tamper with a meter and i believe them something just not right this has to be physically done we have been neighbors for four years and ive never been in their home or in their yard need help on what todo in this situation i just had a baby i wouldnt jeopardise my electricity for no one
