Onrebate.com they never mail out the rebate! Miami Florida

I bought a product on 4/27/2006 at Tigerdirect (order number: I4682487), and sent mail-in rebate request (Rebate ID: YJF28XMXCDNT6CG7) to onrebate.com at that time. But onrebate.com wouldn't send me $40 mail-in rebate after 10+ emails and 6+ phone calls over last 12+ months.

I called them on 6/14/2007, 5/31/2007, 4/26/2007, 4/5/2007, 2/15/2007, and a few more times in 2006, and even talked to the call center manager (Mackey) last two times. Every time they say "it will be mailed out today" or "it's being processed, you will get it in a few business days". But they never mail it out.
