OSP Communications Charged $10.50 to my ATT bill for reverse charges from pay phone which never happened Henderson Nevada

My first bill from ATT contained a charge from a "Service Provider" name "OSP Communications" for a call from a pay phone in McAllen TX to my home phone in Miami FL that I supposedly accepted charges for on 12/24/08. This never occurred. I am the only person living at my premises and I did not receive such a call nor would I have accepted charges for this. I know no one in McAllen TX. The charge was $10.50 for a 5 minute call. I contacted OSP Communications twice. The first time I spoke with customer service and was told they could not remove the charges. The second time I called I spoke with a supervisor who told me they would credit me for the charges but it would take a few billing cycles. I contacted ATT about the erroneous charge and offered to pay my bill less the erroneous charge. They refused to remove it and also informed me that if I did not pay my ATT bill to include those charges they would charge me late fees. I regard them as having aided this organization in ripping me off. That's a pretty good deal for OSP Communications. I guess I should consider myself lucky the charge wasn't for $10000 maybe next time. They can make an error like this on several hundred thousand customer bills and come away with several million dollars. I intend to report both companies to the FCC and Public Service Commission. I am also considering dumping ATT.
