March 11 2009, our Qwest bill had a collect call charge of $20.20 from OSP Communications for a 14 minute collect call from Laredo Texas, 956-717-9763.

We didn't receive this call and when we dialed this number, you get a fax tone. Qwest said they could do nothing and instucted us to call OSP Communications. They tried to convince us it was legitimate and reluctantly agreed to clear the charge and put a block on our phone. OSP has many complaints on intenet complaint boards, all of them mirror my own experience. I easily found similar complaints on the internet made to Qwest about OSP over 6 months ago. Qwest apparently doesn't beleive there is a problem or they are profiting too much some how from these erronious charges to stop it. These type of charges should be illegal, OSP should have to get a credit card number from one of the collect call parties or bill one of the call parties directly. Otherwise they should refer the caller to 911 if it's an emergency. John Cunningham at the Qwest fraud dept. apologized to me by stating, " we simply passed along these charges as a third party billing and collection agreement, perhaps it was a billing error situation." Apparently John doesn't know how to Google or he would of seen thousands of hits on the internet about the exact same scam all over the nation from every company including his own. I sent an e-mail to the Oregon Attorney General, the FTC, the local news paper and Qwest. Hopefully this has to stop.
