Outdoor Distributors Charged account without shipping, or telling me it was back ordered Shelby Alabama

It all started when I needed a new carb bowl kit for my riding lawn mower. And Outdoor Distributors had the best deal, so I ordered one on May 21, 2009 . I received an e-mail stating that I should allow 7 WORKING days for my carb bowl kit to arrive. And it also stated that if I was to call before the 7 WORKING days, the shipment of my item would slow down! And within a few minutes I get another e-mail from PayPal saying that I withdrew funds to Outdoor Distributors. And since I thought that the item had to have been shipped for them to charge me, I waited until today, June 15, 2009 to call about my order.
I was greeted by a "Please hold" and before I could say anything I was put on hold. In about 10 minutes I was told "Thank you for waiting, please hold". So I waited again. And finally I talk with a representative. I gave her my reference order number to see what the hold up was on my item. And she told me it was on back order, and they sent me an e-mail saying that it was on back order.
So I checked my "Spam" folder, and it wasn't there. And I told her that I never received an e-mail. And I asked her why they charged me for something that was never shipped to begin with. She said that they do it all the time. I told her to cancel the order and refund my money back into my account. She said she canceled my order and refunded my money, BUT I won't receive my money for 7 days (But it only took them a few minutes to take it)!!
