The quality of service is very poor.
I have contacted Packet8 many times(33) without resolution of the continuous problems with quality of voice, e.g., echo, words deleted, static, incomplete calls - no ring, and dead "line", infrequently.
Each time the technical persons blame the problems on my ISP - which is fiber-optic to the telephone(Uniden UIP1868P purchased from Packet8 ). Upon offers of $50 and $30 to upgrade to this system with two Uniden TCX905 cordless (one was supplied with the 1868P & I bought the second) hand sets from a DA310 terminal all supplied by Packet8, the rebates were refused. I submitted the rebated in accordance with requirements of the offer. Upon protest I received the $50 rebate and was told the $30 rebate would be credited to my monthly bill. After several calls to Packet8 and some heated exchanges, my credit card was credited.
These representatives were mostly polite. The technical staff were polite and in some cases apparently knowledgeable. Early in this frustrating nonsense, a technical person informed me that the Voice over Internet Protocol (VoIP) system as offered by this company is several years from being perfected.
On one recent call to Europe, the voice quality was very good.

From my experiences, I speculate that this company suffers from poor management and inadequate broadband capability.
