Paladin Auto Service Debbie Noonan and Tracy Said it would be $115 to release unfixed car. Got there price went up to $640 Port Richey Florida

Had my 1992 Honda Accord towed at the end of May, 2018.  Said cost to look at it was 60.00.  Debbie Noonan, the owner, said it was not repairable and to bring her the title and she would give me 40.00.  I have been in and out of the hospital and she said don't worry about storage fees.  I said no, I wanted the car towed elsewere.  I could not reach her and left several messages during June and July.  I finally got her on the phone on August 6, 2018 at 12:20 p.m. I told her I was in Jacksonville, FL in the hospital again she said just come in and she'd tell me how much it was and hung up on me.  I called her Friday, Aug. 10th and was told she was out to call back on Monday Aug 13.  Was told to call back on Tuesday, August 14th.  She said she filed a lien for abandonment.  I was in the hospital and she knew that.  I am now in Indiana and she said I had to come get the car (after calling the Port Richey Sherriff on her where she told them it was $115) today only with 115.00 cash.  I arranged for another shop to pick up my vehicle with a copy of the title and my permission to get my car along with $115 in cash.  The tow driver arrived at her location and she produced a bill of $640 for what I don't know.  I called the sherriff who arrived and told me I had to file a civil suit.  This lady is a crook.  I believe she fixed my car and wants to sell it.

 

She hangs up on me and has her daughter, Tracy, do the same.  I want to put this crook out of business.  Help!!
