Parago issues rebate debit cards for different companies - in my case, it was $100 rebate card from purchasing contact lenses.

We attempted to use the card at a restaurant and it was denied because they tack on a 15% additional charge which is not charged, but the card must cover (!).  We didn't realize that -- the check total was under $100.  As a result of our server trying to run the card 3 times, the funds were held.  That's not the server's fault, she was trying to help.  O.k. - we should have known about the 15% if we had read the fine print.  My complaint is that they will now hold the funds for 30 days even though their systems show that the charge was never put through.  I have wasted more time than I care to consider navigating their phone promps just trying to get to a human being.  They will do nothing.
