In July of 2008 I contracted Paramount Home Improvements, Inc. for the following home improvements:

1- New Roof
2- New Soffits
3- New Fascia
4- New Gutters
5- New Windows
6- New Siding

I provided a check for 1/3 of the full amount and Paramount was to finance or obtain financing for the remaining 2/3. I was given the run around from July through September. They changed numerous people for me to contact from sales, installation manger, to the finance Manger. Every time I was assured that they were stating the job within (2) weeks and that they were just waiting on the materials to be shipped on sight. At no-time was there a proactive call made by anyone at Paramount Home Improvements, Inc. to me, but every time I called they were just getting ready to call me. When October came around they told me they had problems with the finance and needed more information. I became suspicious when they communicated that materials had went up and that we needed to find a less costly roof to make the deal work (UNDERBIDDING), but I agreed and jumped to make sure they had what they needed. Finally in Mid October the Finance Manager told me that I was financed and to deal directly with the Installation Manager from that point forward. The process of deceit started again, but I was calling twice a week to make sure that they got started and they agreed to have everything completed before Thanksgiving Holidays. The installation Manager had this story about another home that they had to work on in my area as well, so they had to coordinate the hotel stay and material delivery. In December they communicated that they had everything worked out, but the material was the only hold up. They communicated that the windows were ready, but they needed the other materials delivered onsite, but they would be done way before the holiday season.

In January 2009, I called them and asked for some General Manager or someone to confirm a drop dead delivery date. FRAUD: I get a call back communicating that when they went to pull the permit in my town they found out they needed to be licensed in my state. So they were prepping for the exam and scheduled to take the exam at the end of January. I continued to ask for a drop dead installation date and I was told March 17, 2009. By this time the world has changed, we are in the middle of the U.S. market drop and many banks went bankrupt, so no one was giving financing for anything to with homes. I was concerned about the financing so I contacted the Finance Manager to make sure that the March 17th date would work for the bank. The Finance Manager said that Paramount Home Improvements, Inc. had to get the job done by March 10, 2009 or he would have to re-commit my loan. I waited patiently for Paramount to take the exam to install my roof and on February 25, 2009 I was told that they recommitted my loan and was denied.

DECEITFUL WITH NO INTENT TO DELIVER SERVICE: Through this entire process, since July 2008, I was told numerous times that my materials were on order, but they never arrived. Paramount Home Improvements, Inc. could have installed any of the 6-home improvements I contracted them for in July 2008, but they didn't. Also, they sold me that they could install roofs, but they weren't even licensed for roofing in Illinois clearly FRAUD. They didn't even return my deposit until the end of June 2009 after I contacted my attorney, almost a year later with no interest. I tried to work things out with the owner, but he wouldn't return my calls. DON'T DO BUSINESS WITH PARAMOUNT HOME IMPROVEMENTS, INC. they are deceitful and don't honor their contracts, so what good is a warranty with a company that doesn't honor new business contracts???

I read the above comments and yes, you are correct, I did not answer in a professional manner. I answered out of frustration because I am stuck with a bad report on a job in spite of installing over 32000 jobs in the last twenty years of business. Did we make a mistake on the job? Of course we did but we also refunded the customers deposit in full and we apologized for the delays. The customer insisted that we pay someone to do his job and we refused. Some of the fault also lies with the customer and that should be considered.

As far as licensing goes, we did not yet have our roofing license in place and we told the consumer up front that it would take awhile. That has been rectified.

When you operate a large business such as ours, sometimes a mistake happens. we always try to correct them and as our Better Business Bureau report indicates we have only a couple of complaints out of the thousands of jobs that we have installed over my twenty years of building and installing home improvements.

We have never stated that we are perfect, only that we do our best to satisfy each and every customer and provide follow up service.

I am sorry that I let off steam in my response and if I could get it removed I would. Unfortunately this site will not allow any removals. I find it very unfair to allow people to slander other people and not be allowed to prove right or wrong without a hearing or a mediation settlement. I also find it very wrong that a web site will not allow a consumer to withdraw a complaint if it is settled in a satisfactory matter>

What is to stop a competitor from making up lies about a competitor in order to damage his or her reputation? Where is the fairness in that. Unfortunately, the internet has been used as a tool for spreading not only truths but also lies.

I urge this site to reconsider its policy to allow removal of a complaint if the consumer who placed it makes a valid request

The owner indicated:

"I am not sure why they did that but it usually means someone is not paying bills and has credit issues".

He also stated in his rebuttal:

"His report on us is full of baloney and tall tales"

My take on this (and mind you, I am not related to nor know the consumer... I am an Illinois resident who just read the report and is responding as someone who uses such interaction on these sites to make informed decisions):

Disparaging the consumer by implying a credit problem with that consumer in a reply is not professional. The economy and the credit markets are in such a flux, that my brother with a 740 credit rating has trouble getting decent credit now. How unprofessional of the President of the company to insinuate as such. Instead of sticking to facts, he mentions baloney and tall tales. Such comments do not reflect badly on the consumer who wrote up the report, they reflect badly on the company professional writing the rebuttal (who should stick to facts, not innuendo).

I was about to call Paramount to order windows (and I live in Illinois), but seeing such a response brings me pause. First, the originator of the report did not identify himself other than "B" in Vernon Hills, Illinois. The owner of the company then violates his customer's privacy by giving the customers given name (the consumer has rights, the owner of the company has publicly attached his name to his company on his website, the consumer has done no such thing). The consumer did explain in detail that the order went in July of 2008. The company should have known it wasn't allowed to operate in the State of Illinois and not completed the order, but it did so anyways. If it was hoping that licensing would be granted in a fast manner and that is why they took the order anyways, the error is Paramounts, not the consumer.

If the company did not have a permit or was not licensed to work in Illinois, it should not have been advertising in Illinois (I receive "Tribune Media Group" mailed flyers frequently with Paramount's $1,500.00 offer for a house full of windows, a flyer I was reading when I did a lookup of the company on the internet and came across this rip off website).

The fact that the financing went belly up in 02 of 2009 (7 months after the order) may reflect more on the lack of follow through on Paramounts part in a timely manner than the credit worthiness of the consumer. And if such credit worthiness did change, most likely it was due to a change in how the provider of the credit determines credit worthiness (due to the changing credit landscape). All of which would not have been an issue if Paramount was licensed to do work in Illinois from the get go.

Ultimately, it was the lack of follow through for 7 months that this consumer made his complaint. The credit was available up until 02/2009. Paramount just had to start and finish the work contracted for. Sure, he probably didn't have the money to complete the work, most likely... that was the case in July of 2008 (which is why he got the credit in the first place). The lack of Paramount to get Licensed and get the project done is the fault of Paramount, not the customer. I am sure that Paramount has good employees and hard working ones, but the company president did them a dis-service by responding to this report as he did and it is probably reflecting in the amount of orders coming in (thus affecting them).

And if Paramount's president cannot see that and wants to blame the consumer for the lack of his company's follow through.... then that is a company I don't want to do business with. And I am quite sure others will feel the same way.

Mr. Panek had the option to take his lumps and acknowledge the difficulties of licensing caused the length of time for this to get done. Instead, he feels Paramount is put into a false light. The original report and the rebuttal show most sane people where the problem lies........

and I will spend my money elsewhere as a result.

Feldco at least I know IS licensed in the State of Illinois and I will be calling them for a quote for 12 windows.

This was written by Mr. Mays and I have spoken with him many times. It is true that we sold Mr.Mays a home improvement contract. It is true that Mr. Mays put money down and we proceeded with his order.


What is being left out is that He asked us to obtain financing which we did. We also built his windows and ordered his materials. I spoke with Mr. mays several times about why his job was being delayed while we were obtaining the necessary licensing and permits in the state of Illinois. Once we did that and we were ready to move forward with his project,  We got a call from the finance company and they backed out of financing his order. I am not sure why they did that but it usually means someone is not paying bills and has credit issues. We told Mr. mays that we could only continue if he were able to pay for the order. HE SAID HE DID NOT HAVE THE MONEY TO FULFILL HIS CONTRACT and wanted us to do it even though he could not pay us. We offered to do it for a lower price to help him out and we even offerred to send his deposit back He insisted that we do it or that WE pay another company to do the job.


His report on us is full of baloney and tall tales. He even had an attorney call us and when the atorney found out we were not "ripping" him off, the attorney backed off.


He makes about as much sense as putting lipstick on a pig. Its still a pig


Mr. mays has his deposit back and we got stuck with a custom sized order of windows that we built for his home. We should sue him for that but I am not vindictive and he is not worth the trouble.


This report should not have ever been written and shame on them for not removing unfounded reports. My company has installed over 32000 jobs and we have only seven complaints all of which have been settled. We are members of the BBB and a company in good standing in all of the communities that we do business in.
