I am victim of fraud, deception, and misrepresentation by Gerald Paulsen, Cheryl Kaspar, and Paulsen Productions, Inc.
First, I am veteran. A mutual associate introduced me to Gerald Paulsen, who identified himself as a Disable Vietnam Veteran, who had a legitimate office in Guam; had governmental authorization to give Guam Trade Mission Tours; claimed to offer this special business opportunity to fellow veterans.
Gerald Paulsen explicitly stated that his program fee [$8500 per person] included a welcome reception, all meals, 15 face-to-face meetings with key decision makers [to purchase participants products and/or services], transportation to/from all meetings, an island tour, cultural activities, and a farewell reception.
Fraud, deception, or unfair methods of competition:
Gerald Paulsen and Cheryl Kaspar are exploiting U.S. Veterans and Guam via fraud, deception, and misrepresentation because (1) Gerald Paulsen is not a Disable Vietnam Veteran; (2) Gerald Paulsen does not a legitimate business or office in Guam (no business permit); (3) Gerald Paulsen does not have Guam governmental authorization to conduct Guam Trade Mission Tours; (4) No welcome reception; (5) Omitted several meals; (6) Face-to-face meetings were NOT with key decision makers. Meetings were scheduled with irrelevant business contacts; (7) Transportation was not provided to all program events; (8) No introduction was made to several contacts; we were dropped off at the entrance; (9) No cultural activities, (10) No farewell reception; and (11) Gerald Paulsen was rude, offensive and threatening.
One week after the tour Gerald Paulsen continued to send harassing emails and threatening telephone calls. I asked Gerald Paulsen to cease the harassing emails and telephone calls and I asked for a partial refund. I have not received a reply from Gerald Paulsen or Cheryl Kaspar.

I recently had the great opportunity to participate through Paulsen Productions and Guam Business Discovery to go to the US Territory of Guam to try to secure sales of my services in Guam. There are very good business opportunities. The meeting with the Chamber of Commerce and the Guam Contractors Association was very well received. The Association even recognized Jerry personally during the monthly Association luncheon. The Chamber asked Jerry to keep bringing qualified businesses to Guam. I even witnessed the Lieutenant Governor of Guam personally recognize Jerry Paulsen in front of the Pacific Firefighters Challenge for all the hard work he has done for Guam. ANDJerry has been awarded the Ancient Order of the Chamorro by the previous Administration in Guam.
I would also like to add that nowhere on any of Paulsen Productions literature does he claim to be a Disabled Vietnam Veteran. What does appear on his literature is that he is a Veteran Owned Small Business (VOSB). In fact, his business is a VOSB and was the 2008 SBA Veteran Business Champion of the Year. This can easily be verified.
Sorry that William and Coldriser seemed to have a bad experience. My experience was nothing but positive. Lots of hard work before the trip, doing due diligence in preparing for the trip is what made all the difference.
One question to William, have you made any follow up networking efforts to any of the agencies or people you met with on Guam?
I highly recommend Jerry, Paulsen Productions, AND Guam Business Discovery.

William/Coldriser are one in the same person and is a fraud by purposely trying to hurt legitimate businesses. Doing some checking found out that everything they are saying about Paulsen Productions & Guam Business Discovery is FALSE.
Paulsen Productions and Guam Business do a remarkable and fabulous job and are real.
Both Paulsen Productions and Guam Business are VERY CREDIBLE and LEGITIMATE and ARE NOT SCAMS AT ALL!!
Everything that "William" and "Coldriser" - again not real we're sure - are falsifying everything they said and trying to damage great people, doing great things.
To have a business that does these or any kind of trip or business discovery trip anywhere, you DO NOT NEED PERMISSION from any government, chamber of commerce or anyone else as a private business. You do not need to belong to any Chambers of Commerce or associations so "WIlliam " is totally wrong - as with everything said about Paulsen Productions.
And Paulsen Productions has NEVER claimed to be a service disabled Vietnam Veteran owned business. If you look at everything about the company it is a VETERAN OWNED COMPANY and nowhere ever does it say service disabled or Vietnam. This William/Coldriser is a JOKE and LIAR!
Paulsen Productions and Guam Business Discovery are real and legitimate and we encourage any business who is looking to get ahead in Guam or professional development to use both Gerald Paulsen & Cheryl Kaspar and these companies. They are experts and truly honest hardworking business people.
We've been on the trip and it was an amazing and incredible trip - money and time so well spent- and its helping us expand and grow! We highly recommend it to any business of any size who want to expand in this unique opportunity of business development and growth. Without Paulsen Productions/Guam Business Discovery we could not have been able to met the wonderful people they got us in front of or been able to do the amazing things we did there without them and put our business in a position for advancement and growth.
It's people like "William/Coldriser" who put false information on ridiculous sites like this that hurt real people with real businesses.

Scott - I also went to Guam with Jerry Paulsen and Cheryl Kaspar. I learned after the fact that the Paulsen Productions was not authorized or endorsed by: the Guam Chamber of Commerce, the Small Business Development Center, or the Guam Attorney General's Office.
Consequently, last week, I received a notice Jerry and Cheryl. They are NOW doing business as Guam Business Discovery; no longer Paulsen Productions. There should be laws against these types of SCAMS.

William: I am sorry you had a bad experience. I went to Guam with Jerry Paulsen in 1/11 and had a great experience. Jerry said he was a veteran of the Army but never said he was a disabled vet. All that was described in the brochure:welcome reception, some meals, tour, productive meetings did in fact happen. There was never a gurantee of contracts but in following up with folks I am optimistic.
Doing business in Guam is not for the faint of heart!
I have always found Jerry and Cheryl nothing but professional and great to work with!
