Payless Car Rental at Phoenix Sky Harbor Airport charged a total of $202.33 to my credit card when my rental contract was $99.66. They claim they charge a "hold" fee for damages that does not go through, yet when I checked my statement, they had charged me an extra $102.67 above the contract rental fee. The car was returned undamaged with a full tank of gas and was accepted as fine on return. This is the second time Payless has done this when I have rented a car. I guess they presume people do not watch their statements. It happened to me in San Francisco in 2012.

When I called the counter, I was directed to customer service. Customer service told me I needed to call the counter, then told me that they would submit an electronic ticket and I would receive a response within 72 hours. I asked if I could speak directly to someone concerning the issue and the agent told me the only  way to address an overcharge was through the electronic ticket system.
