Complaint Review: PayPal

I started the order process and had not problems until I got to the Paypal section. At the Paypal section I noticed that they had a old discontinued credit card on file. My phone number and email address was also incorrect. I tried to correct my email address first but no matter what I did, it kept taking me to a section asking for my bank account number. I went out and back in several times trying to update my email address but instead got the same results. So, I gave up and emailed  Paypal and the vendor telling them that I didn't think the purchase went through, but if it did, please cancel my order.

Anyway I though it was canceled. I believe the purchase was canceled for two good reasons. One, Paypal had a old credit card account I closed out years ago. Two, I sent emails to both Paypal and the vendor requesting the order be cancelled on the very day this nightmare started. The vendor acknowledged that he got that email and said Paypal refused to let him cancel the order. He sat on it for two weeks and then sent it on. Paypal never acknowledged that they received it.

A couple weeks later my credit card bill came in.  And looking at it, I was both surprised and livid to see that Paypal some how found my new credit card account and followed through with the purchase.

I called Paypal to find out how it happened only to get a rude and totally unresponsive person on the other end.
Another week or two goes by and  the package arrives. Since it was here, I decided to go ahead and keep it. It was a GPS receiver. I worked with it over the weekend trying to get it to work, but it was never able to pick up satellites.
I emailed the vendor and asked him to give me a refund and a postage paid return package so I can send it back. He refused.
So, that's where I'm at. I have a defective product and I'm not willing to pay postage to return it. The delta between return postage and refund is just too small to mess with.

All in all a total calamity with plenty of places to lay blame. Me for ordering something from Ebay. Paypal for their total lack of customer service. The vendor for sending it even though I asked him to cancel the order.
I've since ordered another one from (((competitor's name redacted))) and its been working perfect.

 sorry, allowing you to give a competitors name would instigate others to just file against their competition, to only come back later to suggest their company, ..plus, if you post a competitors name more than likely they will show up on search engines as a Rip-off! - - your comments on this policy are welcome. What does PayPal having a discontinued CC and email/address info have to do with you changing your mind after ordering it? Once you order a product it is a COMMITMENT you made to the seller..that is between you and the seller, as well as the sellers return/refund/cancellation policies, and shipping terms. That should have been all listed on the page where you found the GPS.

If you could not figure out how to change the info how did the order go through in the first place?

You state PayPal "refused" to let him cancel the order? I never heard of that rule. As long as the buyer and seller agree, how can PayPal refuse and why would they? It had nothing to do with PayPal, this is between the buyer and seller.

You state PayPal "somehow" found your new credit card account? How would they "find" this? They have better things to do then look for your information, they deal with millions of transactions at a time. The ONLY way they have any info on file, is by what YOU gave them.

If the GPS does not work right you can lodge a dispute within 45 days if the seller will not take it back (and if the seller states they except refund/returns/ exchanges). However the buyers are almost always responsible for return shipping and I am sure this is stated in the sellers return/shipping info.

So how is any of this fraud by PayPal? Most of this report seems fraudulent if anything. It just seems like you are disgruntled because you do not like that you are required to pay return shipping... which is the SELLERS policy, not PayPal. If you don't agree to the policies of a seller, don't buy from them.

You authorized payment. I see no fraud by PayPal. Your only valid complaint may be that you received a non-working GPS.
