Ive been a victim of the very common "freezing of accounts and all funds for 180 days".  On September 24th 2013, when I received the notification suddenly that my account was frozen, your merchant services department did not tell me anything except I needed to show some kind of proof of delivery never given any kind of feedback as to which ones. It took me calling everyday all the way until late Friday, September 27th, 2013 in the day when my husband and I were highly upset and finally got a manager or who they said was a manager, Jessica in Merchant Services Department. She at that point told me that my account was being limited because they were missing 85 transactions of proof of delivery all the way back dating to July, 2013. She was going to compile a list and send it to me immediately via email. In a couple of hours that day I did receive the list and there were not any items on there from July, 2013. As a matter of fact the furthest date that I receivedwas August 3rd 2013. Every one of the transactions dating up to September 3rd, 2013 were accounted for in either a refund or proof of delivery. It shows clear as day that the items that you were questioning delivery information for was given with my feedback to you.  These items were sent and delivered on time. The only outstanding shipments that are pending currently at this time are the items that you have held up by freezing my entire account and they are not late! They are within the time handlingfor the shipping time frame in my listing and as peryour policy.  There was no reason for you to send an email out to my buyer and basically tell her that you are restricting my funds and holding them until I show proof of delivery which she is more than under the impression as the rest of my buyers that these items are a preorder and ordered from my supplier after they paid and are completely okay with that. This particular buyer has almost till the end of the month of October to wait for her item, and today I cancelled and refunded her due to your email to her instructing her to file a dispute if I tell her I can't refund her AND HER ITEM ISNT EVEN DUE TO BE RECEIVED YET!

Here is the email she wrote:"This is part of the email Paypal sent:"To ensure that our buyers are protected, we are holding the money on the seller's end and releasing it once they have provided a valid tracking number that will serve as a proof that the item has been shipped and are on their way to be delivered to you.Nevertheless, your seller should be able to issue you a refund even if the funds are on hold. If the seller still claims to have not been able to refund your payment, I advise that you file dispute."I was contacted on September 24th 2013 by email after I tried to pay a supplier's invoice,  not allowing me to continue claiming that they resticted my account from PayPal shortly after as well as deactivating my PayPal debit MasterCard. There was no reason given at that time. I got in touch with their "merchant services department", that my business model was too risky , per "Rhonda", and my account was being limited. In your policy, it specifically states that it's okay to do preorders. There is nothing in there stating that there are rules for dropship just to make sure that the item is delivered within the listing time frame stated for the item or within 7 days after cleared payment (only if there is not a specified shipping and handling time inthe items listing that was purchased). I am NOT in fault of neither one of those. As it stands, PayPal is out to shut my business down. They have no right doing what they've done right now. Their entire customer service department is nasty and you receive no help. Merchant services department and executive escalations reviews department does nothing for you.

I have contacted the president David Marcus, & have received no response at all. I have spoken to ebay today who once again states that there is no reason that they can see why PayPal would do this when my account is a hundred percent perfect as a "Silver PowerSeller". As a matter of fact I have made 218 sales in the last 6 months and have been completely caught up with my transactions and shipment. However PayPal does not care whatsoever. I've made them so much money and all they've done is make me lose money. They have locked up and frozen my account my profits among other funds that need to be paid to the suppliers that I use. And PayPal does not care they will just do it again to the next person. I filed a Better Business Bureau complaint and if you go to the San Jose Better Business Bureau you will see yourself the complaints that are there everyday there's more complaining about the same thing and they are not resolving this at all. There are three people that I have spoken to on eBay because I'm trying and hoping that nothing happens to my account there, and neither one of them that I have spoken to have ever in their career with eBay have heard this be as bad as payPal has made it for me as a powerseller. I have never had any kind of chargebacks. Ive never had disputes that were not immediately resolved and I'm being treated like I have.Per PayPal policy:11.3 section B"If the payment is for pre-ordered or made-to-order goods, shipment is required within the timeframe specified in your item listing. Otherwise, it is recommended that you ship all items within 7 Days after receipt of payment".Ummmmm, THAT'S WHAT I HAVE DONE!!! If they dont allow dropshipping....hmmmm why in their policy does it state the above clause?! And why would my account be frozen when I've sent proof that ALL OF MY TRANSACTIONS ARE SHIPPED OR GIVEN REFUNDS!  IM NOT OUTSIDE MY TIMEFRAME SPECIFIED IN MY LISTING ON PENDING SHIPMENTS!  If you are "a company of eBay", they sponsor and advertise "EBAY CERTIFIED DROPSHIPPERS"!I have even tried to tweet the president, David market. And all I got back again was tweets and emails from ask PayPal dot com. Who knows what department that is. It probably is the merchant services department again. All I know is that I am not hearing back from anybody that has any kind of authority or concern to listen and care about anything that's going on. EBay has already clarified and confirmed that my account is in perfect standing and they are appalled that payPal is doing this to such a great seller. Therefore I am one of the ones that are making PayPal there billions per year. So tweeting doesn't even work, & I don't even have an account to do that I just signed up on Lee to contact the president when in turn I got a message back from the same department merchant services. With no resolution. So I feel this is a constant lose lose situation. Which is why I am posting here in hopes that David Marcus reads this and I hear from him today. This HAS GOT TO STOP! I've never had such horrible customer service and treatment. Paypal does not care at ALL about their users!

Paypal strikes AGAIN!!

The first week my acct was frozen, paypal advised me to "get a business loan"with a company called kabbage, inc. There was no reason for that.  So, i attempted a couple days ago because now I cant even refund the rest of my orders.  Im trying desperately to save my reputation and my business!    So I apply with kabbage...once I get to link paypal acct to confirm my transaction history to approve a loan, it wont let me....so of course I go ahead and contact kabbage.  Their confused why PayPal, would tell them to apply there..and not allow them access the records...So today which was the day after I filed, I get a  message from kabbage....PayPal CALLED THEM TODAY AND SAID THIS "PayPal called one of our representatives today to say that you previously reached out to them about not being able to tie your PayPal account to a Kabbage application. They stated that you could not previously tie your PayPal account to Kabbage because it was restricted but everything is cleared up and your account should no longer be in restricted status. You may now log on to Kabbage to add this PayPal channel". Sure enough that was false info... the acct was STILL frozen and I STILL couldn't apply!PAYPAL IS NOTHING BUT SCAM ARTISTS!!

The best immediate action to take is to retain a reputable small business attorney to resolve this issue. He (or she) will be able to cut through the nonsense at Paypal and make himself heard clearly. If you are doing thousands of dollars worth of business, relationship with an attorney should be part of your business plan to manage problems or conflicts as they arise. It is likely that you can sue Paypal for lost revenue.

WORDS FROM A FORMER PAYPAL EMPLOYEE-MANAGER!!! MUST READ!

http://www.paypalsucks.com/PayPalFormerEmployee1.shtml just found this...apparently a former PP MGR that has given a little piece of insider advice!

"If you ARE frozen, accept the reality that this isn't some mistake that can be corrected by an e-mail or phone call to a nice customer service person; you've been SCREWED, and it's NO accident or misunderstanding. This company is now your enemy and is probably not inclined to do anything to help you, unless you're one of those unfrozen for "show" purposed as described above- but I'll bet they don't even account for 2%. So don't waste your time with "customer-no-service" e-mails and phone calls. Yes, most of the contact numbers listed on this site are accurate and the people listed are real employees- but believe me; they generally have NO power to say anything but "NO." If you've been frozen, your "case" goes to a special group within "customer service" who's entire mission statement could be summed up as "we've got the money, we're going to keep the money, so explain this to the customer in any plausible fashion- as long as the final answer remains ''we get to keep the money'." Also, these folks will oftern be extremely rude to you- which is all part of the plan; you weren't really supposed to call them in the first place, and they don't want you to even THINK about calling back. Those repeated requests for copies of drivers licences and so forth are simply a ruse and a stall tactic. Believe me... they KNOW who you are, and this information does NOT keep getting misplaced. They're wearing you down, and it usually works. By the THIRD request for you to gather and send the same information, they most people will simply give up and say "it's not worth it." Don't threaten to sue or waste your money having a lawyer send PP a threatening letter, 'cause it dosen't work. People who SAY "I'm gonna sue" DON'T 99.9% of the time, and PP knows this. What DOES work is to hire an attorney and actually FILE SUIT. When they're hit with requests for discovery and are faced with having to send executives to depositions and so forth- most of the time your case will be "re-investigated". You'll then be cleared and your money will be returned. If that dosen't fix it, then, for some reason Pay-Pay must really, really feel that you ARE scamming. Most people simply won't go this far, since hiring an attorney, filing suit and so forth actually exceeds what PP has taken from you- and believe me, they DO know this."

PAYPAL IS OUT TO SCREW ALL THE SMALL BUSINESSES! THEY ARE RICH OFF OF THEIR FREEZING FUNDS GAME FOR NO REASON!!!

I apologize that you are going through the same thing.it seems very unfair that we as users and customers technically because even as a seller the amount they are making of of us, you would think that they would care a little bit more. I have worked so hard on building my business. I have gotten customer repor.  it doesn't matter who you talk to and customer service either at PayPal whether its the regular customer service department, or the review department limitations, or the executive escalation department merchant services, hell you can even send a message to the President and CEO of PayPal, David Marcus, and your reply is the same. Nothing.  When you call PayPal of course they have to answer your phone call in about 3 hours while u sit on hold. I think that was the least amount of time that I sat on hold the last time I called. And then the customer service rep is so tired from the other millions of calls regarding the same trouble that he don't want to spend anymore then 1 to 2 minutes with you. I'm convinced to think those that are in the Merchant Services Department sit in the little room and talk about the customers they speak to. I can't tell you the numerous times that I have called merchant services and a new representative already knew my story by just hearing my name from the last time I spoke to the representative that sits next to them. I am convinced they wait until you are doing really well with ebay and making pretty decent sales and then they turn around and freeze it. I made the mistake of never transferring any money into my bank trusting PayPal entirely and leaving it in there and using my debit MasterCard instead of taking the time to transfer it to the bank. However now I have cancelled and refunded so many orders that I have lost thousands dollars of profit not to mention the fact that I have many that are sitting around and waiting for this to be resolved and no matter how often I tell them that this will not resolve they still continue to want to wait because they want to work with me. I am so sorry to hear what PayPal has done to you. In your spare time I would check out the San Jose Better Business Bureau ov California and read the millions of complaints that are just like mine and yours and even more it's a shame. It's a shame that nobody has done anything about this. They're not a bank and to freeze our account for a hundred eighty Days and basically demolish our business doesn't seem etical at all. I'm wondering if you tried to do anything about this before? Also I'm also wondering who else you use and are able to make sales with eBay on (payment method)? I will do just about anything to get away from PayPal right now.Their sorry excuse for customer service is ridiculous.  Have you ever contacted attorneys state general?  That's where I'm going next. Frustration!!!!!  PayPal is rich off the small guys like us! I'm so glad there's freedom of speech!!

I Hate paypal  I might as well copy and paste this report as my own. My clients would buy from me online and once in a while I would take their info over the phone and do it for them.

WITH THEIR CONSENT.

Long story short I guess paypal noticed that some of the purchases (none of them ever charged back by the way) were from the same IP address (mine)

They froze my account with thousands in it.

They said something about my account has been reviewed and some crap about my sleazy business ethics (not those words but something to that effect) has made them decide to close my account forever and they will hole the money for six months!

I was in shock!!

I'll tell you what though, I learned to not keep money in those kinds of accounts and to have multible merchant accounts so if I ever have an issue with one, I can still take credit cards from my clients.

I hate paypal....did I mention that?
