Here's how to get screwed by paypal: Deal with a cut rate merchant, in this case mybuybuddy.com and pay with paypal. A month goes by with no contact and no answers to emails so you open a case with paypal. The merchant proves to paypal that they shipped something. Case closed. You recieve some crap that was not what you ordered and try to reopen your case. Paypal will not reopen a closed case. Tough luck.

You can't open a new case, but you can change the case you already filed to one that says what you got was not as described. It's not difficult.
