In the recent attempts by I.C. Systems, INC to collect funds on the behalf of Paypal, I would like to give my explanation of the situation that is still not resolved. I have had a very high credit score for well over 6 years with no incidents to record. You can see that all bills are paid on time and in full. I will be fighting this situation until resolution has occurred, legally if need be. This is wrong and absolutely un-business like.

My situation began on the 30th of December 2005, when I found an Ebay auction with the following details.

Panasonic TH-50PX50U 50 in. HDTV Plasma Television
Cost $2,800.00

After the auction was won, I proceeded to process my payment via Paypal. When I went to process the transaction with the credit card option I was stonewalled. After calling Paypal, they indicated because of there security model the high cost did not fit my normal spending pattern. I was required to pay by electronic check (eCheck). The following are the transaction details.

eBay Payment Sent (ID # 2X787041DL19433W) on December 30, 2005 at 10:14:14 PST, Status: Cleared
December 30, 2005 the funds were taken from my bank account
Not until 1/5/06 did the funds clear to PC Doctors Inc.

At this time I placed a call to PC Doctor, they indicated that they have not receive the funds and Paypal was investigating the transaction. So I waited, being both in contact with the seller and Paypal. No helpful information from Paypal, the seller was telling me that there account was frozen and could not access his account. At this time I began to get worried.

The seller said he had authorized the refund of everyone's money, Paypal would not tell me anything, if I should file a claim or what I should do, they were terrible. I contacted some of the other buyers in regards to the refund and some advice. I then filed a complaint claim with Paypal on January 13 2006, details are as followed.

After talking to some of the other people in the auction, they were receiving their refunds in full. However when it came to my claim I only received $175. I called Paypal and they told me there was no more money in the sellers account. Paypal was saying that the seller must have taken the money. But if Paypal security is that good they should not released any money until the investigation on the seller was complete. Again Paypal was not telling my anything or helping.

At this point I contacted my bank and requested to have my ACH transaction refunded to me. I was returned $2,800, now my Paypal account is in a negative standing.

Here is the bottom line. I paid for an item, NEVER received it, so I got my money back. I agreed to pay for an item, not give my money to Paypal for holding only to not get an item or refunded money. The service through Paypal was horrible, I can't believe how many people are getting sucked into give this company their money.

The claim they are working on refunding my money, but it has been 6 months now with no communication. Now they have a collection agency trying to collect from me, And they say there is nothing they can do.

Not only have they created headache after headache but not are trying to ruin my credit score which is currently in the high 700's. This company should be shut down, and there excutives should be thrown in Jail, they are stealing from the consumers bottom line.
