Complaint Review: PayPower Debit card

PayPower Debit card Blackhawk Network and The Bancorp Bank IRS send my refund to PayPower on Feb 13 but I still have to get card from PayPower. Pleasonton, California

On Feb 11, I received an email from PayPower giving me instructions about how to use the card they had just send me. I emailed them back to tell them that I did not have the card. I also called the number to make sure they had not send my card to the wrong address. I was told to wait a couple more days and my card will arrive. On Feb 13, IRS send my refund to PayPower. I called again on Feb 15 and was told again to wait few more days. On Feb 16 I got an email from PayPower saying Prepaid card should now be in your hands. Today is Feb 19 and I still don't have the card.

Unfortunately the first card is never sent, or we have an extreme amount of US postal service workers incompetent of delivering mail ONLY from PayPower. I also am a victim of this event, that has now cost me the inability to gift for 4 family birthdays, catch up on bills that are so far in default that now instead of proudly catching them up with my refund that ive been desperate to get, i will be lucky to get it to pay attorney fees on a bankruptcy. My rent also goes unpaid and my son is wearing the shoes that the sole is separating on with as little complaint as possible. And oh yeah, im a tax paying American that also lost my job recently trying to hold my own without becoming another burden on other tax payers by services that are too abused. 
BUT yet PayPower has no shame in keeping my money from my access, all $4XXX of it. yes people when i start sucking off the government programs that ive proudly avoided for over a month as i prayed that id have a swift return to pull me through till employment again pays my bills. All the while the scandalous PayPower snickering in the background in every barely legal success of keeping my refund from me... The IRS deposited on 2-21, this is march 2nd, 10 days of illegally holding my money against its willing their concentration camp of interest accumulation for the company.

And for those of you that believe this an isolated event, research and find any positive feedback as well as it happens to so many people throughout the US, but this hits even closer then home...hits the heart, my bf that has worked so hard to keep my family functioning through this tough time, and who has opened his heart to my 3 children as his own, a career bachelor of 38 yrs old, now family man in heart and soul. This great man also a victim of the same crime, PayPower withholding the  refund that he worked hard as a heavy machine operator to only be rewarded by  also having PayPower prevent him from access to his return...also 10 days and counting..SHAME ON PAYPOWER Ill be contacting my attny monday, sad this company doesnt work like its designed GREAT idea wasted on  someones greed not compassion.
