PC Plan-it scam takes PayPal payment but doesn't ship and cannot be contacted ripoff O'Fallon Missouri
I placed an order for a computer part on pcplan-it.com and paid via PayPal. The item was not shipped. The company cannot be reached by phone or email after many attempts and messages.
No wonder this company doesn't accept credit cards, accepting only PayPal. They are a scam and PayPal charges are nearly impossible to dispute. Don't do business with this online scam.

The problem with PayPal is that:
-- You will only receive money if there is money in the "accused" PayPal account
-- You will be charged $25 processing fee. In this case that would mean for the $20 purchase here, one could expect at best a **NEGATIVE** $5 refund from a fraudulent transaction.

I have been a seller using paypal for over 5yrs.. I would have to disagree.. here's how to resolve your issue..
paypal takes a "guilty until proven innocent" view with sellers (not buyers) all you have to do is file an online claim that you didn't recieve the item.. Paypal instantly freezes this amount in the sellers account (or if no funds exists any future sales etc)
paypal now requires the seller to provide.. Not proof of shipping.. not delivery confirmation.. but "signature of buyer" if the seller can't provide this the amount is refunded to the buyer.. in addition sellers have to ship to a paypal verified address to be protected against chargebacks..
one issue where a buyer can get into trouble is by NOT working with Paypal dispute resolutions to resolve the issue.. if you file a chargeback with your credit card.. you violate the paypal user agreement and they suspend the buyer's account.. and will work with the seller to fight the disputed chargeback..
