The initial price of video card I ordered online was $141.60. The Reseller, PC Planet Systems, charged me $209.70 without notice and sent the wrong card.
I specifically ordered a 512 MB Geforce 6600, and exchanged several emails that I needed that specific model to be compatible with my system which can use dual cards. PC Planet sent me a 256 MB Geforce 6800FX which is incompatible.

Reseller would only agree to accepting the unopened video card back if I paid a 40% restocking fee ($82). I refused and my financial institution reviewed the full evidence which I have in .pdf format. My credit union dealt directly with his financial institution and they arbitrated an agreement. They reversed the charges for the $209.70 and I agreed to send card back to reseller.

Reseller immediately charged my debit for another $209.70, his email stated that I actually ordered 2 of those cards (utter nonsense). I contacted my financial institution and they reversed the charges once again. I was on vacation in a foreign country, and had to willfully freeze my debit and credit cards to prevent the reseller from causing more unauthorized charges.

The reseller has since delivered emails stating that I have been turned in to a collections agency for the $82 restocking fee, and has notified local law enforcement accusing me of theft. I have had my phone number changed to preempt harrassment from collections agencies.

I believe the initial actions of PC Planet Systems were deceptive and predatory with the initial bait and switch. I believe their their follow-up actions are criminal misuse of debit card information by creating unauthorized charges on my account, and misuse of my credit information that could cause damage to my standing credit bureau report. PC Planets actions also constitute harrassment with their determined efforts to undermine the arbitration process of our 3rd party credit bureaus. I can provide a detailed report if you decide to investigate this organization. The BBB rates them as an "F" in their reporting, and I am confident that I'm not the first victim of their bait and switch scheme.

On another note, PC Planet misrepresents itself as a large corporation and attempts to intimidate the customers it rips off with legal threats. My internet investigation has shows that the business is being run in an apartment complex in a residential district. Alexa shows that they have very few web hits per month. This just adds to the low credibility of this business that will lie, cheat, and steal to get a customer's money.
