I worked as a freelancer on PeoplePerHour.com. Every job I did received a four or five start review. That is, the buyer was satisfied with my work. I never started any job unless the buyer put the funds in escrow. The escrow system that People Per Hour has is meant to insure that a contractor (like me) will be paid if we complete the job. I did complete the Job AND the buyer gave me five starts. Did I get paid ... nope. People Per Hour said that they wanted more proof that the buyer wanted to pay me. Really? The credit card transaction was NOT fraudulent and there was no charge back. Also, there was no complaint from the customer. It seems that the escrow system on People Per Hour is fake - unlike Elance.com. On that site, I have always been paid when the buyer places funds into escrow. Beware - don't use PeoplePerHour.com
