Again I am getting a call from USAcashadvance.com there legal dept. Tehy say I owe money & someone will come & serve me within 48 hours. I have called every company that I owe & the 1 I even payed off.. Everyone is telling me it's a scam & I need to report it. This however is a different phone # & there not from Legal affairs & Investigations basically saying the same thing. It upsets me that they can call & conduct themselves the way they do.The names they give you are not real & the scary thing is the know all about you. How can we stop these people? What can I do?

It is totally a scam. Just listen to the folks who've already told you it is. They can't arrest you on a civil matter. Get caller ID and if they call again, don't answer
By the way it's"their", not "there". Two different words, two different meanings.
