Complaint Review: Philadelphia Police

(Note there were many statements that I gave that the police LT would NOT include and had them DELETED to suit his need! My witness was NOT interviewed! Deleted was the fact that this officer grabbed my 6yr of daughter and slapped a set of handcuff on her as we were walking out of a store. She turned pale and started shaken he just laughted! This is another repost with names included now!, Since the last was deleted for unknown reason!

I am Lt. Perkis, IAD Present is Sharon Miles who will be taking your statement directly onto the word processor.

Q. On or about Jan 28, 1996, while in the area of Frankford and Pratt, you were involved in a incident with police. Tell me everything you know of this incident.

I knew the man (Officer Lochner) since May 1995. We were friends. When I met him I told him I had a son I was worried about because he hangs in the area where kids beat up my daughter. This man (P/O Lochner) went to Frankford High school. I don't know the date, took my kid out of school. I didn't think this was proper for him to go to the high school.

On 1-12-96 I came out of a check cashing place at 1500 Pratt Street.

I got the money order and went across the street to get a stamp. I was walking north on Frankford at Pratt St. A black male came up to me and started to push me. I told him to get away from me, leave me alone. He pushed me towards a car. I didn't scream, for some reason. I just told him to get away from me. I went into a store and told them what happened. I then went home. I had gone home, I still did not call 911. I had called the district that night. The next day, I met Officer Lochner, and asked him, "where were you yesterday?" because he would always be around th avenue somewhere.

Q. Besides asking him, "where were you yesterday?" Did you ask him anything else?
No, I wanted him to see if anything happened to anyone else because thye didn't get my money.
Q. What did you do after you spoke with him?

A. I went home and a couple days later I asked him about the incident? He said he didn't know what I was talking about. He did not remember it. He was laughing.

Q. what was your relationship with him at the time of this incident?
A.It was a very cool friendship.

Q how is he harassing you?
A After that I got mad, after all this. He would see me and run into a store, cross the street. I started to feel hurt. I kept saying, what's the matter? We stopped talking after we had a argument over a security guard. The guy gets fired and that's what caused the argument between me and hi.
Note: Lt. Perkis changed my statement and deleted parts from it to twist up the statement for his liking.

Q. Do you have any definite proof that Officer Lochner caused the man to be fired?
No, now it's in a rumor stage, rumors going around.

Q. How is he directly harassing you and your children since Jan.1996?
Now we're going to go into Feb.96. On February 23, I went into Hild's real estate to look at listing. I did not see him in there. There were two sets of doors and she buzzed me in. The woman in the real estate office yelled at me, and I felt that because Officer Lochner was in there he must have said something to her. I never was in there before in my life.

Q. Do you consider this action by the woman in the real estate office harassment by Officer Lochner? Yes

Q. What else has Officer Lochner done to harass you and your children?
I saw him get in a car with a woman. Maybe it's and incident he didn't want known.

Q. What else?
A. I went to Payless for a work application. The woman manager, named Barbara, said to me, "we're not hiring," very nervous. I said you have a sign in your window. I finally got a application after I gave her labor laws.

Q. Do you consider this harassment by Officer Lochner?
I believe something was said that turned this woman against me. I got a new job (somewhere else) the same week.

Note: the statement I gave when Lochner grabbed my daughter Deanna 6yr and slapped handcuffs on her as we exited a dollar store, and just laughed.
Was not aloud and deleted from record, since Lt. Perkis stated Lochner was "Just Playing Good Cop"!

Q. What else does Officer Lochner do that you interpret as harassment?
I was going to CoresStates at Frankford (8-26-96) I noticed him at Dyre and Frankford walking north. He saw me (looked at me) and my son. He walked in the bank. We looked at each other. He went to the special tellers, sits down at the desk and faces me. It's like an intimidation. He's the one that said "stay away from me."
Q. Do you consider the actions of Officer Lochner in the bank intimidation, also? A. Intimidation, to scare me, Yes. ( Showed Lt. Perkis a bank receipt time-stamped 1:56)
Q. On the same day you went into Thriftway supermarket, what dappened then? 8-26-96 A. After 2pm I went into Thriftway, he followed me in there. He was right behind us, going into the store.
Q. Do you consider this harassment, also? A. Yes Is following harassment, also?
Q. Have you ever been told by anybody to keep away from Officer Lochner? A. I was told by Officer Lochner. There was hid sergeant. I went into discuss this problem. I never went to the Captain. The Lieutenant told me the same thing. It was a mutual, I'll stay away from you, you stay away from me.
Q. Has he ever come up to you and try to talk to you on duty? No (Note this statement has a part of it deleted by Lt.Perkis)
Q. Has he ever tried, by his actions, to avoid you? A. There's sometimes he walks across the street or ducks into stores. (note half deleted statement)
Q. Have you ever taken pictures of Officer Lochner while he was on duty? A. Yes. I guess he was on duty, he had a blue uniform on. He was standing in a parking lot ticketing those cars at 1600 Bridge st. Here is a regular picture that shows him talking to a woman instead of doing his job. Look how close he was. I don't want these pictures. (Note Lt Perkis was yelling at me for taken the pictures of a on duty cop. I was advised to take pictures by a 15th Sgt. Perkis forced me to give him the pictures that showed Lochner looking at a store receipt and flurting)
Q. Have you ever followed Officer Lochner while he was on duty? A. No.
Q Have you ever approached Officer Lochner and told him his radio was off? A. Yes. I wasn't following him (note: this was when Lochner was Christmas shopping and loading the packages into his van. The then Insp Norris "I" was requestion that he take his office..or to CRD, Lochner told me his batteries were dead, I saw him turn his handset on and I heard police transmission)
Q. In your complaint, you mentioned you fear this man. Tell me how you fear this man?

A. I fear him because of the way he stares at me.

Q. Is there anything else that you would like to add to this statement?

A. I received this chain letter. I believe he sent it.

Q. Why do you believe he sent it?
I saw him in Payless in plainclothes writing something on the 16th of August earlier, between 4:30 and 4:45Pm, the same day as the postmark.

Q. Has Officer Lochner ever threatened you? Verbally no (Note I was not to talk about the threat made in 1995..no information was to be recorded before Jan. 1996)

Q. Has he in any way hurt you, physically?

A. No, intentionally he has not. ( again I was not to talk about the 1995)

Q. Has he ever used profane language towards you?

A.No ( I was not aloud to say that Lochner would use profane language in front of me directed to other. Or he would curse about others to me)

Q. What happened this past Friday, 10-18-96, between you and Officer Lochner?

A. At 11:45AM I was going to pay a bill on Frankford Ave. southbound crossing Granite. I was almost to the curb, two feet from the durb. I heard a squeal, slamming of brakes. I looked up and saw a patrol car being driven by Officer Lochner. He stopped a foot from me. That right hand tire had to be up on the curb I was centered in front of that car. He did that before. When he was friends with me he did that. (#1517 Tag 4458-MG) (Note I was not to give any information on the damaged bumper or tag car number) I called 911 and asked for DC numbers. A sergeant came out and I asked him to log this action. That was intentional. This man deliberately did this. That is my belief. He looked right at me. Q. How many times a day, on average, do you go up Frankford avenue where Officer Lochner walks his beat? A. Once in the morning for coffee, then to the bank, and then to Thriftway. And in the afternoon, Thriftway again and then to work. I catch the Route 66 bus at Frankford and Bridge st. Statement Concluded 10-22-96, 2:55PM

An investigation conducted by Internal Affairs Div regarding your complaint, alleging harassment, physical abuse and threats, by Phila Police George Lochner #3226, while a Frankford Ave and Pratt Street, on Monday 8/26/96, revealed the following:

When interviewed, Officer Lochner denied your allegations.

The investigation revealed no supporting evidence to substantiate your allegations, nor were any independent witnesses found to corroborate your allegations.
Based on the lack of supporting evidence your allegations of physical abuse and threats are not sustained. Your allegation of harassment is classified as frivolous.

The Internal Affairs Division investigator assigned to your complaint is Lt William Perkis #225 and he welcomes an opportunity to review the findings in your case with you. If you are interested in personally reviewing your case, please call 686-1262 for an appointment. The Internal Affairs Division is located at 323 Race St and business hours are 9am-5pm weekdays. In Detail State What Occurred

Above officer has harassed me and my children since Jan 28, 1996. He failed to take a complaint when in Jan 96, I was a victim of attempted strong arm robbery at Frankford Ave & Pratt st. He Laughed, I could have ID the one of the five males in the car. He only does his job for his friends. He never was my friend. He took advantage of me on June 22,1995 at 3:00pm, when he was told of problems I was having with neighbors and personal problems.

Above officer told friends (salesgirls) falsehoods about me, that led to a application for employment at payless shoe store (Bridge & Frankford) being refused. I was told by this officer and his C.O to STAY AWAY from him, which I have not broken.

The above officer has broken his own order on 8-26-96 at 1:56pm when he saw me in Corestates Bank. He then went to Thriftway Food Market within of me and my son. If this could be resolved at the 15th CO office do so. I want an apology from the officer. I fear this man!
