Complaint Review: PHILADELPHIA WATER DEPARTMENT

In July of 2009, I was swindled by 2 women Lacenia and Lori both working with Century 21. I got my first home only to find out it was a Lemon and located in a flood zone. A non documented Flood Zone. Three days after I moved in the house flooded. I have lived in Philadelphia for 36 years and I never knew of flooding, especially sewer water flooding. I realized that Lacenia paid off my inspector to pass a house when they all knew it was in a flood zone. I lost all my business merchandise. Eventually loss my heating system (floods of 2011 where the woman died from drowning in sewer water in her mini van).

I went to meetings, recieved minimal FEMA help despite the emails, pictures, videos, youtube videos, continued to suffer. After the umpteenth flood (which happens EVERYTIME it rains), my dismay for remaining in this house that constantly is filled with mold and no foundation had increased to extreme levels. When the stormwater trapped me in my home (river in back, ocean in the front), engulfed my truck and took out my heating system, I was disgusted. I was asked to attend meetings by a BS nonprofit stating they would help us get buyouts because the water was literally killing people. I attended so many meetings, I eventually started to record them with my phone.

The non profit soaked up the attention for the camera's, BS council people, and unconcerned. I stopped attending meetings when IMO a person who lived on the block was payed off to thwart the attempt by the community for a class action lawsuit. This person coincidentally moved off the block and opened a new business. The next meeting a newly elected BS council person came and stated that there was no money for a buyout! After meeting and emailing back & forth with the PWD Joanne Dahme. I realized that all of the meetings, emails, etc had been BS. I have watched, took pictures and videotaped on EVERY occasion, the flooding, the cover up by PWD with repaving of asphalt (everytime the stormwater blew the manhole cover like Yellowstone).

The man hours i.e. overtime paid to PWD workers (sometimes until the 3am hours). All of this for nothing because as stated the 5800 block of Crittenden street is unfixable (along with 9 other blocks). If the flooding is unfixable and you keep covering up the damage to properties, and then adding on a stormwater charge (that I refuse to pay as the stormwater comes into the house and barricades me in the house everytime it rains), why not relocate residents. I was told FEMA would not relocate us because some residents did not want to leave there homes. Despite living in these flooding conditions since the 80's.

This being my first time buying a home and to discover that not only was the house a lemon but in a non disclosed(was not listed on my disclosure) flood zone, this is disheartening and disgusting. I know the city has money and it is evident by all these fake representatives being paid 6 figures to help out their friends and family. I withdrew my normal payments to fix what I could but was unable to get a new heating system(did not qualify for help from city and was not about to take out a loan for the system to be flooded again. The 2011 storm also damged the basement floor and pipes. The level of mold and questionable water, has left me with no choice but to vacate and deal with loss.

I am officially starting over despite being swindled and scammed by a city full of pay for play/PWD BS talkers. There is also the astounding number of residents on this block and within the listed flood areas that have died from CANCER. While maintaining that the water is safe, I fail to agree with PWD's findings. I don't trust them, ANY of the FAKE STATE Reps in this community (the womanizer who does not live in the zip code or the woman married to a womanizer), or city government. After going to countless lawyers, 311, HUD, the President of the United States,etc.

I am just going to give my struggle back to GOD. I know all involved in this massive coverup of the truth will have their judgement day. I have saved everything and I continue to seek out legal assistance to help me fight PWD and all others involved. I have a tremendous amount of evidence available and witnesses. All I want is a real start, a safe home. I believe that PWD/City of Phila. owes me this because they knowingly allowed people to live in a hazardous area that should be demolished. It took Wisso. only a month to be paid off and relocated. It took Logan over 20 years. I do not know about this area, but it took my 3 years to know I'd rather start over then die due to PWD/City of Philadelphia negligence.
