There are several reports on this and I wish everyone to report to the FTC https://rn.ftc.gov/pls/dod/wsolcq$.startup?Z_ORG_CODE=PU01 I filed a complaint and copied the complaint below.

The date above is not exact, but close. This started with a survey/awards pop up. I can't remember if it was email driven or an actual pop-up, but you were guided to fill out a survery and make selections to recieve your prize.I went thru several pages and ended up seeing the ebay action cd for 1.97 and my mother has been wanting to try that so I bought it. That was the only obligation that was indicated. Then this thiing kept taking me farther and father wanting you to buy more stuff to get your prize. In the beginning of this thing there was a statement that no purchase was necessary but that was not the case. Every time you clicked on next it kept telling you that you had to fill out more and more things. I gave up. Then I noticed charges on my credit card that I did not authorize. I called my credit card company after noticing the first two and they reversed the charges there were three total 16.95, 49.95 and 9.95. from the following companies PM fast auctions, keyword success and SEO Guide. I have recieved the CD and I'm afraid to put it in my computer. It has on it by ebay education specialist Alan Dunn. It came in a white cardboard CD sleeve and it came from The C-S Center, Inc. P.O. Box 910669 St. George, UT 84790. I did some investigating on the internet and finally found a number to call. I have this number written down at work but I think it is 1800-595-3986. I told them to cancel my account and I was given a number that I also have written down at work. This number was for the future to verify I had canceled. The last charge was then charged to my account after I had already canceled. Whoever is responsible needs to be convicted and I will help you in anyway possible. THANKS
