I bought a Polaris ATV. It was financed by the Seller through Polaris by HSBC at the dealer. He paid it off more than 7 weeks ago and now they will not return the Certificate of Origin as required in the contract, even though they repeatedly say they have mailed it, then they say they will mail it. Then they say he doesn't need it. They only send a note to the borrower that account is paid but won't release the title papers.
