Portfolio Recovery Non-stop calls after telling them My boyfriend never lived there, had to pay to move, now they are BSing about sending a proof letter so we can move Internet Virginia

We recieved call after call, with no message. First my boyfriend answered (the bill was supposidly in his name) and told them it was a mistake because he has never lived in Virginia, and definally never sighned his name on an electric bill. They said they would send paper on fraud and stuff that he could fill out. We never recieved the letter and they continued to call my cell phone (not my boyfriend's). One day they called while he was at work and  I answered they said that we could pay $480 as like a special deal, I told them that we are not paying anything because it isn't true. Then about 4 more times they call and we start ignoring them because we tell them every time that it is fraud and that we should not have to pay for something we had nothing to do with.

A few months go by and finally we are able to move out into an appartment. We get denied because of this stupid outstanding electric bill of $580. We get help from my mother who paid the bill so we could move, and we are paying her back as of now. We have been waiting almost 2 weeks now, from the day we planned to move in untill today 6/30/13, and they still have not faxed, emailed, or mailed the proof letter saying he paid it so we can move. We called today and they supposidly are sending a letter in the mail, even though they said that right after we paid it off.
