I ordered a collar and leash for my dog from this eBay company.

The collar gave my dog an allergic rash.
I emailed them about returning the items, and was told:

"We do not accept returns on collars. The leash is returnable, but wouldn't be worth returning after shipping expenses. Why not donate it to the local animal shelter?"

I replied that I wanted to return the leash and to please send me an address.

I waited a week, had to email them again, and finally got an address.

I mailed the leash back and waited two weeks. No refund in my paypal account. I emailed them again.

They replied: "I'm sorry but we have searched our records and cannot find where this item has been returned to us."

I SENT the item back with a clear return address on it. They didn't want me to return the item in the first place. They'll probably resell this brand new item, and I guess I'm out of luck.
