Complaint Review: Premier Health Care - Canadian Express

This company that is in marrietta, GA. Identified itself to me as Premier, offered a guaranteed Credit card with Visa or Mastercard for a limit of up to $5000. They told me I would pay a one time fee of $249.95 and now they are taking monthly fee's of $19.95 from my account on top of the $249.95 for the credit card the promised and I never recieved.

When I call to get my money back, some of the numbers are non-working and some of them are working on one of them the same lady answers and refuses to give me a refund, she just states she will send me out another signature form for me to recieve my credit card and I never recieve anything.

I got an almost empty large envelope from this Canadian Express company and it had premier health care's name on it saying to fill out the signature form and mail it back and in 4-6 weeks I would be notified about the credit card. but there were no forms inside. I called again to customer service and they continue to refuse me a refund, she says she will send out another form. And then hangs up.

What do I do, I have been reading online and this same company has ripped off many in other states, using different addresses but the same 1-800-719-3536 number that you cannot get a hold of anyone, I just use the one that was on my caller Id to get in touch with them. I am a 21 year old single hard working mother and cannot afford to just have that money go to waste. I authorized for them to take it out on the 20th of august if I recieved the package and they did not send anything and they removed the money on the 13th. Please help me.
