The 1st step registration validation form requires the $7.95 processing fee, the 2nd step certificate registration form requires the $75/ticket registration fee for taxes, charges, etc, and the 3rd step reservation request form is where you submit your actual travel preferences. When you do submit your travel preferences there is a ninety day minimum advance notice required.
