Complaint Review: Prepaid Phoneshop

Prepaid Mobile OR Vodafone/Cheaptalk USA as written on the receipt and Credit card bill. Charged 299.99$ on my Credit Card saying it's a security deposit and did not Refund New York New York

I was a tourist visiting NY in February 2016. Stopped by this "Prepaid Mobile" shop to buy a pre-paid simcard to use during the trip. Was told that a security deposit of 299.99$ will be transacted under my Credit Card and that after the expiry date (he asked when would be my last day in the US, and set this as the expiry date) the refund will be made in full back into my credit card.

After the expiry date- which was the 19th of February, I waited for another 7 working days to allow some time for the refund procedure however nothing came in. I sent a WA message to the number written on the bill and they replied "your SIMCARD expiry date is 14th of March. 19th of February was your rate plan expiry date" and told me to wait more.

Still nothing, and messaged back recently, they've read my whatsapp but no reply. I've seen similar complaints on the web which sounds like it's the same shop again. I cannot believe they are trying to fool tourists in the middle of New York and would do anything to get the money back + teach them a lesson.
