Primerica follows a standard procedure--look at their web site. But they are answerable to the NASD (national association of security dealers) -- who operate like the SEC. They have an easy to fill out online complaint form. They have the ability to punish, fine etc, just like SEC.

In our case, we got back ALL the money--even the $199 "training" fee. Also, make sure you let Primerica know you are reporting them.

To Citibank/corp Primerica seems to be an illegitimate but VERY rich stepchild they don't like to talk about.

I spoke directly to SEC about them, and NASD is the right way to go. On the NASD site you will find 15 rules companies must follow. Primerica's got about 4 or 5 all the time.
