Proficio Mortgage Michael Mulhall Ripped me off, guaranteed something but failed to deliver Independence, Ohio

Three months ago I called the HARP program and they transferred me to Michael Mulhall of proficio mortgage.  First Michael said that my loan fits the program with no problems and that Proficio has done other Freddie Harp programs with clients.  He quoted me at a 4.1%30 yr fixed mortgage, which was great.  Then he came back and said that I would need to do an appraisal. 

I specifically asked Michael because prior to Proficio last year of September I went with another company to refinance, and spent 300 there on an appraisal and the loan officer just jumped ship to another company with no communication.  That is why I told Michael, I said that I have been through this before I would hate to loose money on an appraisal again.  His words were "it will go through" (But he denied his said that on our last conversation) So I ended up paying 550 dollars for another appraisal. 

It took 2 weeks for an appraisal to get to Michael; I even had to do the entire calling to check status.  He never did anything; you can even call the appraisal company who said that hes slacking.  Finally after three weeks I get a call from Michael (which is rare) stating that he has good news and bad news.  Good news he got the appraisal, bad news is the company that was going to fund the loan doesnt lend in California! Are you kidding me, how can you miss my address on the application.  Then he raised my rate to a 4.5.  And said he would resubmit it.  No feedback, for 2 weeks, always replying to my email, "we will resubmit it" Then finally comes back and says it cant be done.  I didnt hear from him after that for about 6 weeks.  Called twice and no return call.  Finally I called him again and spoke to him, and told him I found a local bank in Oregon that will do my loan with Freddie Mac, and do NOT require an appraisal.  His response, well great Im glad they can do my loan.  Well thanks Michael, I just lost 550 dollars and that's all you can say.  No customer support, or communication, bad call on this company.
