This company sent what appeared to be a billing statement for a magazine subscription renewal.  My wife thought it was legitimate, and sent a check. When we received a second billing asking for more money, I looked it over more thoroughly and realized that they were not an authorized agent for the magazine. I called their customer service and demanded that they cancel and refund our money ($24.98) We received a check drawn on JP Morgan Chase Bank, account number 421487906, for $4.98. The company claimed a $20.00 fee for cancellation. We deposited the check, but it was returned for insufficient funds and our account was charged $17.48 which included a $12.50 charge for a returned item.  Phone calls to Publisher's Billing Association are routed to music on hold for about ten minutes, then a recorded message states that because of a high volume of calls I should try again later.  As a test, I called at 2 AM and got the same treatment.
