Complaint Review: QT Bill

QT Bill Constant Harassment calls from all over the US Indianapolis, Indiana

I did accept a collect call and I do remember putting in the information to verify it.  What I object to is the absolute harassment of the non-stop phone calls.  I have never had this experience with any other company.  I mailed a check to them a few days ago.  It hasn't gone through yet.  I am getting call after call after call.  The part that makes the company so terrible, is that their business model seems to be "use us once, and you will regret it".  The calls are coming from:

Stillwater, OK
Akron, Ohio
Kenosha, WI
Michigan (no city)
Eugene, Oregon
Ogden, Utah
Florida (no city)
Pennsylvania (no city)
Selma, AL
Bismarck, ND
Minnesota (no city)
Durango, CO
Columbia, SC

I have to assume these are computers taken over as "bots" making these robocalls.  This is the most amazing way to collect on a bill that I have ever experienced.  This call I accepted occurred January 15, 2010. Today is March 4, 2011.  So I am close to three weeks late with a $14.95 payment.  Usually this is not the level of delinquency that gets you a 10 or more calls a day with the following message:

(1 minute and 6 seconds long)

This is what they say:

Your bill remains unpaid and is severely past due.  You requested a direct bill for a collect call and entered key personal information to confirm this purchase.
You have a legal obligation to pay this debt.  Continuing to ignore our request for payment is a very serious matter.
You must pay your bill immediately to prevent further actions from being taken against you.
Otherwise we will have no choice but to turn your account over to our collection agency.  You may also face charges in small claims court for this debt.
You can pay your bill instantly online at www.qtbill.com.  Click on the quick pay online button.
You must confirm receipt of this message by calling us at 1 866 720 2137
To automatically confirm delivery, call us using the same telephone number we used to reach you.
If you do not contact us, we will attempt to reach you again to insure you have received this important message.

These voicemails fill your mailbox pretty quickly and are very intrusive.  There is no chance I would e-mail them and give them my e-mail address, the phone calls are bad enough.  For some people without unlimited calling plans this could also cost you a lot of money.  They know that.  This is harassment pure and simple.  Oops!  There's another one...

QTBill is a legitimate billing company which provides an alternative billing solution for many merchants.  In this case, the merchant appears to have been a long distance carrier.

In case you are unaware, in the past, in situations where someone is trying to place a collect call to a non traditional line (a cell phone or other number that is not a Bell line) all the operators at the long distance companies could do is tell the calling party, "I'm sorry, collect calls are not allowed to this number".  If the long distance carrier was unable to connect the collect call in the traditional manner, the party on the receiving end would not have had any idea that someone was trying to call collect.

This is because Cell, Cable, and VOIP (Vonage type services) companies have chosen not to have billing arrangements with the long distance companies.

With the QTBill alternative billing solution, the operators of these long distance companies can now attempt to connect these types of important calls.  Without this billing alternative, many customers would still be unable to complete this type of call.  This is extremely helpful in emergency situations and those times when a person just "has to get a call through".

QTBill is a billing company; the merchant that provides the product or service sets the price.  The price for any product or service that is billed by QTBill is always quoted to the person setting up the account for billing, so there are never any surprises.  The recipient must then press one to acknowledge and accept the rates before setting up an account or using their existing QTBill account.

Once a merchant service has been positively used, an invoice is generated for each transaction and sent to the home residence of the customer.  If you have not received the invoice for the services you have used, we will be happy to email you another copy.  The fastest way to obtain a copy of your invoice is to email service@qtbill.com and request one.  It can be emailed immediately either as a Word or PDF document.

You had indicated on your post that you did not wish to email us.  You may leave a detailed message on our service voicemail (888) 200-5521 and we will return your call within three business days.  Please understand that our primary means of communication is via email and emails will receive quicker service response.

Please contact us for further information regarding your specific account.  We will help to find a resolution fast, preferably before your account has become delinquent and been submitted to a collection agency.  If your account is turned over to a collection agency, you should contact us directly for the details of your account transactions.

If you have questions or concerns about your QTBill account, please contact us directly for immediate support and assistance.
