Dear Sir or Madam:
URGENT. We spoke on the phone to a manager there, a while ago. She said to supply this documentation [statements showing doubled balances -due to no payments made- for all utilities, insurances, car registration, garbage, and state inspection and car repairs necessary to meet state inspection]. We had hired Quantum Financial Solutions in Colorado to negotiate a payment plan with you. I am a bed-ridden cripple and my wife stays home to take care of me, though she also has five apartments in our home, which we intended to restore and rent. I got half way through the restoration before I became crippled and therefore cannot rent all of them or at a high enough rent to add much to our income. (She continues to work on the apartments, and filed under her LLC, though so far she hasn't made enough to pay herself a decent salary, much less an LLC profit, so she is letting the LLC go.) I receive $2, 823.00 in military disability from Vietnam and $739.00 for Social Security.
Quantum charged me at far distant times "retainers" from which they were to work -- to prevent a levy until a payment plan was arranged. When it reached $5,000 with no result we fired them. We had not heard from them, except bills for more "retainers". Thinking we could save in the bank by scrimping for several months, first, to pay Quantum more (now that we had invested so much), and, second, to pay you a large down payment, without fear of levy, we accumulated $4,413 in our bank account (counting Social Security). That money was also meant to live on during March (we had lived on less). Then you levied all of it, and the bank took the [next payment of ]Social Security for the bank charges for bounced checks which arrived and bounced right after your levy.
Quantum had refused to return our calls for many weeks, except to have people call to swear knowledgeable people would call the next day, which never happened. They still claim (by their last and almost only letter) that we still owe them money. We have found many victims of theirs. If we can sue them, much of the money can go to you above the payment plan. Your manager said if we would collect and send this documentation, the levy, or most of it, might be returned by you. Quantum also told us in the above letter that you had refused a payment plan and that they could not have stopped the levy. Your manager sent a fax to the bank to keep our money for us, but the bank said its limit of 21 days passed that day and it had sent you they money; to contact you.
If you check our file you should see the fax to stop the levy was sent by you, and the payment plan was worked out (first payment May 28th). Quantum had told us none of this and did nothing until we learned that we had lost everything we had. We hocked all we could and sold more just to eat. The bank said if you would call it, it would send you the fax to prove that it had been asked by you to keep the money for us. Please do this and get us our money back, or send it.
Otherwise we will have penury every month, lose some of our insurance, and be unable to pay you our payment plan.
Although I was a lawyer years ago, my Peripheral Neuropathy came on slowly and I have been less and less able to work year after year, and poorer and poorer until I had to sell all my machines and office, and my fingers and feet were paralyzed. Finally, I was bed-ridden and have been since. I was once a historian. I am dictating to my wife when I can, anf if my book comes out I will pay you the remaining taxes, above the payemnt plan. My wife and I are sick from this stress to the point of throwing up and bowel problems, and we can't even pay for her medicine. We cannot take out further insurance.
