Complaint Review: Quinton Fitzhugh

Before Christmas 2003, I bought 2 DVD movies from Quinton Fitzhugh, he stated he had come across hundreds of DVD movies and was selling them. I bought 2 at Ebay auction from him. I paid him with Paypal and waited for them to show up, I wrote to him several times asking about them, he said they were shipped and should soon be getting them. NEVER happened, he cant even supply a tracking number or proof of shipment. Then emails stopped being answered, I saw in his feedback many angry negative remarks where he did this to many people. Ebay kicked him off and Paypal could not attain any refunds due to no money in his account so they closed the case. Ebay said "Sorry" So I tracked him down using his name in a search engine, got his address and number and called him, he wrote me stating his internet service was restored and if I could give him my address he would be sending a refund, again, nothing. so any help would be appreciated.
