Unusal Ripoff for Disabled

Since 2001, Qwest has shone their true ignorance as service people in the billing department. In March of 2001, they offered me a cell phone for the price of $200.00. They know I am disabled and get my Social Security Disability on the 3rd of each month, and that's when i pay my bill. When they told me it had to be paid within 30 days i told them when i got my next check and i would send in the payment then. They sent me the cell phone and i sent them the payment. Someone in the office credited the money to my regular service, and my regular service at the time was only $23.00 because i pay a special rate being disabled.

The payment was credited to my phone bill because they didn't have a seperate billing center for cell phones. By the time the payment got to where it was supopose to be, they canceled my cell service and would not resore it, because it was over the time limit. They wouldn't give me back the money and gave me credit for $157.00.

In March 2003 there saying i had a final bill, but i didn't cancel service or move. My service was disconnected, for a few hours, and the charge was $25.00 to restore it, but they told me since i was disabled i wouldn't have to pay it, my service was restored that same night.

Now there telling me i owe them $57.00 and they can't tell me what for. First they said, it was for directory services, (like i can't read a phone book)! Then they said it was for services on my line like internet, voice mail, etc. But i didn't get internet services from them until Sept. 2003, and those other services were free for 30 days and I cancelled them before that. They really couldn't tell me why i owed it. I am moving to Casa Grande Az., in a week and i called the phone company today to transfer service and they are saying I can't have anthing but a dial tone until I pay that fee of $57.00. That they will send me a duplicate bill and i said, Why what happened to the first one? I never got it.

What can i do?
