Purchased a gift card from them to Petco for $180.50, which arrived in the mail about a week later.  When we attempted to use the card we were informed at the store that the balance had already been depleted.  We contacted raise.com and they stated that we were just outside of their then 90 day guarantee policy so there was nothing they could do, other than offer us $5 off our next order.  We could only conclude that the card was sold to someone else and once the 90 day period elapsed, they had beat us to the store to use it.  I did not realize I had to cash it in right away, as I assumed I was the sole owner of the card at this point.  I have since done business many times with one of their competitors, who offers a lifetime guarantee, as it should be.  The only reason to limit liability is to potentially fraudulantly sell the card to more than one buyer.  I looked into filing suit with them but learned my court entry fees would easily exceed what was owed to me so it would not be worth the time or cost, even though I would likely win.  I am sure they realize this as well which is why they prey on consumers.  My advice would be to choose another provider as raise.com is not to be trusted.
