I went through the interview experience as well.  Drove 40 minutes and paid $20 for parking to visit the office.  As soon as I walked into the office I could see that the "Counsellor/Recruiters" were unprofessional from their cheap dress pants and hiking boot look as they attempted the so-called business attire.  Waiting room was full and I was the only person wearing a suit.  Definitely targeting the new Canadian market this scam targets people who are desperate and unaware of how they should proceed with their career search.  When I realized it was a joke I still wanted to hear the pitch from the President.  He knew I had figured things out and he was very brief.  I told him I didn't appreciate their tactic and that they had wasted my time.  I'm sure he hears this several times a day.  The interesting thing is I checked the Better Business Bureau and there have been no complaints.  If you really feel that you have been taken advantage of then I would suggest starting there.  I am actually embarassed that I went down there when I knew something wasn't right.  I would also suggest contacting Monster and Workopolis to let them know that their services are being abused.  To end my tale and to give you an idea of much of a scam it is four months later they emailed me again using the same William Baxter Developments email tryng to lure me down for an interview.
