Jessica is a SCAMMER!!
I came across her website in search of a female teacup/toy chihuahua. I gave Jessica a call about 2 weeks before the incident took place. Jessica was quick to answer the call and said if I would of sent the money that night I would of had a puppy the next day. I was so excited and she made herself seem like an honorable person.

On February 5th, 2009 I sent Jessica a $200.00 deposite for a female chihuahua name Nina. I then emailed Jessica to inform her I sent her the deposite through western union, which at that time is the only payment she accepted. She actually picked it up that night. The next day February 6, I sent her the reminder $550.00 which was on a friday. She again was quick to pick it up. That same day I called her and after a few times and about a message later she returned my call and email. She replied by asking how soon did I want Nina. I told Jessica ASAP but it being a friday she said the vet was not there and she would ship her out on tuesday February 10, 2009. Jessica also told me she would email me all the information I would need to pick her up at the airport.

Tuesday was not coming around quick enough for me. Tuesday came and I checked my email, there was nothing, I checked my phone, again nothing. I then thought it was still too early so I decided to wait. After a few hours I began to wonder did I get scam!? I began to call, leave messages and emails non stop. I finally received an email from Jessica tuesday night. It read "I left my cell phone at home since it has not been working, but I did email you first thing this morning, did you get it? I'll be home in 20min, give you a call then."

I was shocked that I have always received every other email but I for some reason did not receive that one. Jessica then called me and stated she did not ship Nina out because she was bigger then the picture and she did not want me to be upset. She then stated I could have Chiko (male chihuahua, on her page now). I told her no, since I wanted a female and plus I had already bought everything for her. Jessica then told me that Nina was not her's it was her friends or something along that line; but that she was going to her grandmothers house to take a picture of her grandmothers female chihuahua because her grandmother was dying and could no longer care for her. I explained to Jessica that it would be fine however, what would happen if I was not interested in her grandmothers puppy/dog? Jessica quickly stated "I would refund you, your money".

Jessica emailed the pictures of Tinker (her grandmothers dog). I was not interested at all, espically since I was already thinking to myself way would I pay so much money for someone else's pet, when I could just go adopt one.
I told Jessica that night that I wanted my refund. I texted Jessica wednesday February 11th asking her when was I going to get my refund. Jessica informed me that night after she got off "work" which would of been after 6pm Texas time. Well time went by fast and no money, emails, text nor a phone call from her. Since then I have been emailing, texting, calling and leaving messages non stop. Jessica will not answer anything because I know that by now she knows my number.

Funny thing, because I emailed her from someone else's email address and she was quick to answer and ask for the money. Well everyone who is looking for a puppy: RGV PUPPIES is not where to go. Jessica Benavidez is a LIAR and she just meet her match. If anyone wants to get together with me I will be more then happy. I will after all get my money. Luckily I have reciepts, emails and the text she has sent me. I can not believe this lady is still in business and she should get shut down ASAP. I am although sorry for myself for not actually taking the time to research. Lesson well learned.

No I have not received my refund, and I definitly do not want a puppy from the LAIR and SCAMMER JESSICA/RGV PUPPIES. I am working on it still. I will however keep you guys posted.

i have read all the complaints from the rest of you with the same problem with (rgvpuppies) jessica benavidez in texas. i want to get this ladies . she is ripping us all of and making a lot of money . my email address is with aol .
i have been emailing police departments , internet fraud , animal control stc.

i have the same problem , i was told my pup would have health record and registration papers i paid for and did not get.

I am in the process of contacting the FTC because this is internet fraud... which is a felony. She promised registration papers and failed to send them to any of us. She needs to be shut down and it's time someone got on her a** about it.

To everyone who has read this and think it is too early for me to file this complain report: I think I have every right because after all it is MY MONEY. Jessica did however tell me she will refund me (as stated and explain). It is indeed her fault for giving me a date and an approximate time that she did not comply with. And yes everyone has their own opinon and mine is that I am just not going to sit here and take it as well as every other one of her victims. Plus she is selling sick puppies as stated in other peoples complaint reports. However, I feel that with this many complaints WHY AM I THE ONLY ONE TAKING ACTION? I do not want this to happen to anyone else which is what drew me to this website. And my research for a teacup/toy chihuahua has been done, else I would not be in this predicament for wanting one. Thanks anyways. Even if I get my refund I am not going to regret posting this information. Once I receive it, everyone here will be notified.

But it is only 24 hours after she said she would return the deposit. It is a little soon to be posting a complaint. It is necessary for a person to get a deposit to a breeder ASAP, as there is only one of each individual puppy, and your intention is to have them not sell them to someone else. Do not put down a deposit unless 100% committed, you will most likely not get it back if you change your mind, unless under very particular circumstances like this one. There are very few circumstances in which it is reasonable to expect your deposit back (like this one, some deposit contracts are even only transferable to another puppy in the event that a puppy dies in the seller's care or something similar). However, refunds can take longer. Yes, if she just got the money, she should have it on hand, but she may be sending a check, and she may have sent it through regular mail, or something. Maybe she needs a deposit on a different pup to acquire the funds to return to you are something. If I contacted you a ton of times about something you had already explained, and there was nothing more to really be said, and nothing you could do to move the situation along faster, you might start avoiding me too, until you had something more to add to the situation. Not saying that's the case, but possible. A little patience might be in order here. Let us know what happens in a week or two, or even a month. She was probably working up the nerve to tell you the puppy was not as you thought. It can be hard to do, to disappoint or make people angry. But in the end, she was honest, gave you another option, and then agreed to do the right thing, but has not yet followed through. I would count my lucky stars she wasn't less ethical in the situation, as happens quite often. Hold on to your proof though :-).
As far as researching, it is a must. Not just on breeders, but on the breed as well. It would also be a good idea to ask at least one person with a better understanding of the animal world to offer their opinion on any breeder, and their stated contract and practices, as well as any complaints you may find, and maybe even if the breed is actually right for you, and/or possible other suggestions to look into. A good 90% of the complaints on here have much more to the story, and are not quite accurate if at all accurate, IMO. Quite often, once all the details are exposed, a problem may not be able to be linked unequivocally to the breeder, due to the issue involved, things that may or may not have happened and the timelines involved among many, many other factors. After you get your money back ;-), I would be more than happy to look at any breeder's and contracts, the information they are giving you, or whatever else, and help you in your search. Or anyone else that wants the extra help, truthfully. If not, make sure you know about chihuahuas. Make sure your vet is familiar with the particular breed and what is and is not 'common' and/or beyond normal. If they see alot of puppies, even better. Since you may be looking for the tiny ones, make sure you are well versed on the extra care involved, especially with hypoglycemia, and how you need to prevent and treat it. Be prepared; cover your bases in case there IS a problem. Ask certain things and make sure the answers are in writing. Especially if the contract does not address it. Make sure you have your puppy examined, including a fecal exam for parasites within 24 hours of arrival (best to set up the appointment before the puppy arrives). I would be prepared to check and see if the puppy is tiny from a liver shunt ASAP. Make sure the contract will still be acceptable to you if there is a health issue, they are living things, and it happens just like with people. No matter what precautions are taken. Read it as if there is a problem down the road, not just with the thought that it will never apply to you. Stay away from breeders who do not explain the whole tea-cup and other similar adjectives! There is no such thing. They have more health issues usually if they DO end up staying tiny. Your breeder should explain this, not capitalize on it. Just based on that, I would advise you to keep looking for a breeder and puppy you might like better if you asked me about this breeder and her site. Among other reasons. Those are just a few of the issues someone should address when searching for a new puppy. If you don't know what to ask, or how to read the answers correctly, or how to take the steps to protect yourself, you are more likely to run into problems. This is extremely difficult for the average pet owner to accomplish.
