Manufacture offers a 12 year warranty with the first year including labor. Hot water heater has leaked since day one from the pressure valve. Our plumber came 2 times and said it is a warranty issue. Rheem Manufacturing will not send a tech and claims the vave is not covered under the warranty.

If it is leaking from the T&P valve, you really have three basic reasons. Temperature issue, Pressure issue, or a faulty valve.

If it's been leaking since day one and we were taking bets, I'd put money on thermal expansion, but it could have shipped with a faulty valve. I wouldn't send a tech on general principle, because if it's not a manufacturing defect you'd be charged by the plumber (you'll want to avoid paying for now a third service call).

Also, why did your plumber have to come out twice to blame the manufacturer? Is he competent? Licensed? I bet he just said "the heater's defective", but didn't clearly state *what made it defective* which left you unable to convey in a logical fashion to the person who took your call what was wrong. (Find a new plumber.)
