Rite-A-Way Services Inc. inflated cost for "not up to code", parts, when another co. hired states all parts were up to code Riverside California

My hot water heater was leaking and through my home warranty they sent Rite-A-Way services inc. of Riverside to my house for repair. should have only been a $55.00 service fee. The technichian said my pipes, straps, drip pan etc..were not up to code and were considered upgrades so my warranty will not cover upgrades, only basic repair would be covered. He wanted $650.00. I declined service and went with another company, when they came to repair they installed everything. When I asked if the pipes and extras were now up to code he said they were already up to code, and also said that the $125 drip pan Rite-a-way said I had to have was not needed nor was code for this area. I ended up buying the most expensive drip pan at home depot for $18 and the technician that fixed the heater layed it in place at no cost. The breakdown was $350 for pipes, $125 for straps, $125 for the pan and $50 to haul the old heater away. If the technician had not lied about things not being up to code the entire cost would have been covered. I have left 2 messages for the manager at the Riverside store "Mike" and have not been contacted back yet.
