I lived in a River City Leasing apartment on W Grace Street in RIchmond Virginia for 12 months and knew a number of others who lived in that building and the surrounding ones.  No one ever had a positive word to say about River City as a landlord.
These are the scams they pulled on me personally:

They repeatedly towed both my cars and my motorcyle for little or no reason at all and often refused to provide a reason at all for doing so.  However, some of the reasons I was given were- 'we thought that your registration might be expired (state DMV registration, which they are NOT empowered to enforce)', you car was on the line, your car was too close to the wall, your car was too far from the wall, your motorcycle had a cover on it, your motorcycle was uncovered, your car was not running (which, obviously, they had no way of knowing), your car had a flat tire, your motorcycle was not inspected (it was).  Complaining about the towing company to River City most often got the following response : "We authorize them to tow from our lots for whatever reasons they find necessary and lawful"  The towing company always said that River City called them and asked them to do it, River City always said they did not.  Everyone I have spoken to, from the Recovery and Towing Operaters Association to other tow truck drivers and a local newspaper reporter told me that the two companies operate in some sort of mutually beneficial way (X $ to the tow company, Y $ to River City)

They claimed my rent was late or not received when I paid on time, once even when I had a receipt saying so.  So I was forced to travel all the way to the Parachute Factory to pay my rent. Even when I did, once, they claimed they did not receive the rent even though I had a receipt. The same person who gave me the receipt told me that since it wasn't signed it wasn't any good, even though they gave it to me!! And, even when they acknowledged that they made a mistake, they would not get rid of the late charges!

They never fixed any complaints
, even small things, like the fact that the front door had no spring on it and slammed like a grenade going off 20 times a day-which could have been fixed by a 2$ spring.

They put, in very small print, a four month notice requirement if you do not want to renew your lease.  Which, of course, is unheard of, absolutely unheard of. I have rented apartments in 5 different states, probably 15 in all, and never had to give more than a month or so notice before. And, of course, if you do not give the incredible advance notice (because you may not even know if you want to renew or not that far in advance) they charge incredible fees to break the lease

There is black mould in the bathrooms in all the ground floor apartments in all their buildings on Grace Street and they will not fix it and they will not return your deposit for that or any other reason they can think of.  I know about 11 people who moved out over the period I lived there and no one, not a single one, got a single dollar back of their deposit.


There are numerous other scams they incorporate into their daily business.  Suffice it to say-check them out (F with the better business bureau, hundreds of lawsuits, thousands of complaints to the city, etc) and never ever rent from them. You will undoubtably regret it. THere are numerous other rental companies and properties around Richmond which are easily better to deal with.
