The law is clear and plain, see:

REGULATION OF COLLECTION PRACTICES

MCL Act 70 of 1981

AN ACT to regulate the collection practices of certain persons; to provide for the powers and duties of certain state agencies; and to provide penalties and civil fines.

to send unsubstantiated unsigned letters to residents in the state of Michigan demanding payment for fictitious fraudulent claims is illegal. This scheme by Robert J.Kleine, Michigan State Treasurer, is only the start of his crimes.

Michigan Attorney General Mike Cox Agrees to Collude

#2Author of original report

Thu, July 17, 2008

Anyone that does the work to see what the law says will find that the Attorney General is tasked with enforcement of this act. So now it is getting easier to see what's happening. State Treasurer Robert J. Kleine cooks up a fictitious frivolous bill and then illegally sends it out to residents throughout Michigan. Michigan Attorney General Mike Cox agrees to collude and not prosecute- essentially depriving the citizens of Michigan the protections guaranteed by this statute.
If Robert J.Kleine Michigan State Treasurer believes that any law may be broken under the guise of the "needs of the state. " And since Michigan Attorney General Mike Cox will not prosecute his good buddy. I suggest that Mr. Kleine sell crack cocaine as a fund raiser. But PLEASE not in my backyard.
If anyone else has received an illegal unsigned threating letter from Robert J.Kleine Michigan State Treasurer please make note of that here so that his little buddy Michigan Attorney General Mike Cox may see that this is no isolated incident.
