On July 13 I bought two rare postage stamps from a Roecy, Inc., a stamp dealer located at 518 N.  Halifax Ave., Daytona Beach, Florida 32118-4018, with a telephone # of 386-255-2567.  My purchase decision was based on previous very good experience with this firm over a number of years, several  representations which proved to be false which were made by the firm's principal, Cyril Javurek, concerning the alleged high quality and availability of the two stamps, and a promise of a refund if I was not satisfied. His exact wording on the availability of a refund was "Like I said fully satisfaction guaranteed, not happy, send it back." Note that I could return the stamps even if I were merely dissatisfied, and he did not require that there be any serious problems with the stamps, which there were.  These representations were made in Emails I have saved from Mr. Javurek.
 
After several weeks and numerous Emails (not answered) and phone calls, they finally sent me one of the stamps on August 2, but claimed that they had misplaced the other stamp.  I quickly determined that the stamp I received was of much lower quality than Mr. Javurek had represented.  I also suspected that it had an important hidden flaw, contrary to another specific representation he made to me.  Both flaws greatly decrease the value of the stamp to collectors.  I had my judgments confirmed by local experts and returned the stamp to them on August 16 asking for a full refund on both stamps, including the one I had never received.  Roecy, Inc. signed for the package containing my returned stamp on August 21.
 
When I received no refund, I started calling them about it on August 27.  I reached Mr. Javurek and asked when I could expect my refund.  He replied that "that was a very good question" and referred me to one of his employees whom I had previously dealt with on the missing stamps.  I have since talked to the employee several times about my still missing refund.  The employee says only that she is doing what she can to get me my refund, but does not know when that might be.
The problem is Mr. Javurek, who has not sent my refund and does not want me to even call him about it, let alone answer my still unanswered question concerning when I will receive my refund.

Roecy, Inc. sells stamps in the US and internationally both through eBay (user id: roecy) and directly. I can no longer recommend buying anything from them.  I am submitting this report because I do not want other customers to lose their money like I have, get no satisfaction even if they do their best to resolve any problems, not receive merchandise they have paid for, and deal with a company that misrepresents the quality, availability, and returnability of their merchandise.  In the stamp business reputation is everything, and Mr. Javurek needs to honor his commitments if he is to stay in business much longer.
